Future Airspace Strategy – what is it? FAS originates from the need to define a strategy for adding airspace capacity 2003 Air Transport White Paper Requirement for additional airspace capacity to accommodate growth in demand Future Airspace Strategy Safety & Security Challenges Economic Challenges Environmental Challenges Consumer Challenges The Future Airspace Strategy (FAS) aims to address increased capacity constraints in UK airspace necessitated by increased demand, in a safe, sustainable and fair way

FAS Guiding Principles # Guiding Principles 1 Safety and national security will not be compromised at any stage 2 FAS will be offered for formal consultation at the appropriate stage(s) of development 3 FAS will guide strategic tradeoffs between the five objectives - safety, security, environment, economy and consumer 4 National, European and international engagement and integration is essential at all stages of FAS development 5 Airspace changes must be coherent with international convention and legislation 6 FAS will consider technological innovation in delivery, but strategic options will not be driven by technology 7 FAS development will maintain the joint and integrated approach with the military, incorporating the concept of flexible use of airspace 8 FAS will prioritise airspace where there is the greatest requirement for change, but will not be limited to changes in those areas 9 FAS will remain flexible to policy changes 10 Airspace changes will be driven by Airports policy, not the other way around

Key Discussion Points Safety Top priority Do we manage the opportunity costs of improving safety effectively? How can we enable safe, effective transition to new ways of working? Demand Size / distribution is uncertain – FAS working up strategies for different scenarios What level of airport development will be approved, over what timescale? How can we manage airport competition and the impact on airspace complexity to optimise consumer benefits? Managing Tradeoffs Achieving optimal outcomes requires greater cooperation between all users How can we make best use of the Flexible Use of Airspace concept? What priority should we give to mitigating emissions and noise? Technology and Operational Changes SESAR outputs will determine the nature of many changes How do we ensure SESAR delivers optimal outcomes at the right time for the UK? What is the timeline for mandating investment in new standards of technology? European Alignment Vision for SES II package is complex & wide ranging Do we engage Europe effectively based on a unified national strategy? How can we best develop the UK / Ireland FAB to support achievement of FAS?

Impact of FAS for Heathrow Heathrow contributes significantly to London TMA traffic. TMA is going to have to be re-structured at some point – FAS will be a key enabler Airports operate as part of a wider network – FAS will ensure that we have the airspace policy regime that optimises that network impact Understanding the trade-offs between LAQ, noise and CO2 emissions will enable us to optimise airspace design FAS will ensure we align with SESAR/NextGen Future surveillance and navigational policy will be an integral part of the strategy
