1 Aviation Innovation for Regional Integration
Proudly brought to you by Air Traffic and Navigation Services SOC Limited

2 The Role of IFATCA in Innovation & Collaborative Decision Making

3 The Role of IFATCA in Innovation & Collaborative Decision Making
Aim To tell you more about IFATCA as an organisation and our Role in Innovation & Collaborative Decision Making.

4 The Role of IFATCA in Innovation & Collaborative Decision Making
Scope Who is IFATCA Goal of the Federation Innovation Collaborative Decision Making A small overview of the Federating What do we want to achieve Our take on innovation Our take on CDM

5 The Role of IFATCA in Innovation & Collaborative Decision Making
Who is IFATCA IFATCA is a worldwide organisation representing more than fifty thousand air traffic controllers in 126 countries. IFATCA is divided in 4 regions: Americas European Africa and Middle East and Asia Pacific. There is a Technical Committee and Professional and Legal Committee that do all the research on behalf of the federation. The outcome of the research would be presented to the members at the yearly annual conference where it would be discussed as a position paper or drafted into policy for the Federation.

6 The Role of IFATCA in Innovation & Collaborative Decision Making
The goal of the Federation are: To promote safety, efficiency, and regularity in international air navigation. To assist and advise in the development of safe and orderly systems of air traffic control and new procedures and facilities. To promote and uphold a high standard of knowledge and professional efficiency among air traffic controllers. To closely cooperate with international and national aviation authorities and institutions concerned with air navigation. To sponsor and support the passage of legislation and regulations which will increase and protect the safety of air navigation. To strive for a world-wide federation of Air Traffic Controllers’ Associations.

7 The Role of IFATCA in Innovation & Collaborative Decision Making
Innovation is defined simply as a "new idea, device, or method". However, innovation is often also viewed as the application of better solutions that meet new requirements. This is accomplished through a more-effective product, processes, services, technologies or business models that are readily available to markets, governments and society. The term “innovation” can be defined as something original and more effective and as a consequence, new, that “breaks into” the market or society. We believe that air traffic controllers should be involved from the very beginning of innovation in Air Traffic Management .

8 The Role of IFATCA in Innovation & Collaborative Decision Making
Innovation is defined simply as a "new idea, device, or method". In Air Traffic Control we have to adapt with the constant change in aviation, from where we started with slower piston type aircraft to the jet age and the ever increasing market of affordable but safe air travel. Air Traffic Controllers constantly need to come up with new ideas, new ways of moving traffic safely in our skies. IFATCA is in favour of responsible new ideas, tested and implemented responsibly with the necessary safety studies. We have been very involved with the remote tower concept being tested and implemented in various places on the globe.

9 The Role of IFATCA in Innovation & Collaborative Decision Making
Innovation is defined simply as a "new idea, device, or method". Air Traffic Controllers work with state of the art equipment that needs to be upgraded or replace to keep ahead of the demand. Surveillance systems were introduced and the Air Traffic Controllers had to change their way of working completely. IFATCA through our corporate members give advice and professional input where we can.

10 The Role of IFATCA in Innovation & Collaborative Decision Making
Innovation is defined simply as a "new idea, device, or method". Due to the continuous increase in Air Traffic in our skies we need to relook at how we do business on a regular basis. We could not continue working procedural in a radar environment. Separation standards were decreased as the surveillance systems became more reliable. Distance base separation on final approach for wake turbulence was the norm, now at London Heathrow airport they are using time based separation for increased capacity. IFATCA is a recognised ICAO observer and we influence and support safe new legislation.

11 The Role of IFATCA in Innovation & Collaborative Decision Making
Collaborative Decision Making (CDM) will improve air traffic management by sharing information and data between airport operators, aircraft operators, ground handlers and air traffic control. If you think about it, CDM has been used in Air Traffic Control since it started in the early years, we have been sharing information amongst each other on flights for years.

12 The Role of IFATCA in Innovation & Collaborative Decision Making
Benefits of Collaborative Decision Making Improved Planning Reduced Emissions Better Services Increased Safety Reduced Cost ICAO describes the benefits of CDM as: All airspace will be available as a usable resource, resulting in improved access, increased opportunity for user-preferred trajectories and, through community cooperation, increased capacity. Improved surface management of the aerodrome will provide predictable departure and gate-arrival times, thereby improving overall air traffic management system predictability and subsequent capacity. Improved information exchange and cooperation within the ATM community will maximise system capacity. Improved information concerning demand and system capabilities will prevent system overloads, ensuring manageable workloads. The provision of accredited, quality-assured and timely information will allow an informed decision-making process. The ATM community will contribute to the protection of the environment by taking into consideration the consequences of airspace activities.

13 The Role of IFATCA in Innovation & Collaborative Decision Making
Who is the CDM stakeholders Aircraft Operators Air Traffic Control Ground Handlers Airports An example of the benefits of CDM is the sharing of aircraft arrival estimates. For airport operations, this will allow better management of gates and timely provision of airport support services. For aircraft operators, this will help with network predictability and enable operators to better manage their schedules based on real-time information. We as an organisation believe that Air Traffic Control operational staff should be involved in the process at the right times and right levels of decisions making. Whereas we are not decision takers in the ultimate sense, we certainly have contributions to make that facilitate any decision taking at a later stage. Customization and streamlining as well as broadening the horizon are important. As global organization, we look across the fence and can assist with providing best practice or role models from around the world.
