IDB Capabilities Overview

Capabilities Overview The Institute for Defense and Business (IDB) is a 501(c)(3) non-profit research and education institute located in Chapel Hill, North Carolina. IDB fosters shoulder-to-shoulder partnerships among the Department of Defense, the Department of Homeland Security other government agencies, non-governmental organizations and the private sector to achieve excellence and innovation through research, education and stabilization/economic reconstruction activities.

Program Background The Commercial High Performance Vehicle Industry faces many of the same challenges as the U.S. Military in developing and operating wheeled vehicles A few of the areas of vehicle design and performance faced by both military designers and their civilian counterparts include:  Vehicle safety  Power train reliability/performance  Suspension  Braking system  High-strength/light weight materials  Fuel efficiency

Program Background (cont.) The objectives of the MVHPC Program are: Identify, analyze, and evaluate performance gaps, issues and concerns associated with Military tactical wheeled vehicles, Identify technologies developed by the Motorsports Industry that show potential for resolving technical performance issues encountered by Military tactical wheeled vehicles - and - Foster key relationships between Stakeholders and Subject Matter Experts within the Government, and representatives from the Motorsports Industry for continued collaboration

Program Background (cont.) Our Government customer selected four tactical wheel vehicles for us to analyze. Those vehicles include:  HMMWV – High-Mobility Multipurpose Wheeled Vehicle  ITV – Internally Transportable Vehicle  MTVR – Medium Tactical Vehicle Replacement  LVSR – Logistics Vehicle System Replacement

High Mobility Multi-Purpose Wheeled Vehicle (HMMWV) M1151A2

DESCRIPTION AND FUNCTION This up-armored package provides the occupants with ballistics protection through a full 360º, in addition to overhead and under body blast protection. The M1151 can be fitted with a wide range of weapon systems on the roof, including 7.62mm or M2.50 caliber machine guns or an MK 19 40mm heavy machine gun. DESCRIPTION AND FUNCTION The Internally Transportable Vehicle program has been developed to field a family of light attack vehicles in support of expeditionary forces. The ITV is designed to be internally transportable within both the MV-22 tilt-rotor aircraft and CH53D/E rotary wing aircraft. Medium Tactical Vehicle Replacement (MTVR)

DESCRIPTION AND FUNCTION The MTVR is a 7-ton, 6X6 designed for use on all types of roads, highways and cross country terrain. It is capable of traversing a 60 percent gradient, a 30 percent side slope up to 15 mph and a 40 percent side slope at 5 mph at its maximum cross country load. It is capable of an on-road cruising range of 300 miles. Logistics Vehicle System Replacement (LVSR)

DESCRIPTION AND FUNCTION LVSR variants incorporates a 600-horsepower diesel engine, a seven speed automatic transmission, single-speed transfer case, front tandem steering and driving axles, and rear tridem driving axles of which the two rear most axles steer, 16R20 single radial tires on all axles, and a Central Tire Inflation System (CTIS). All vehicles are equipped with tie down and lifting provisions, and a pintle hook used for towing trailers up to 53,000 pounds of gross trailer weight. The tractor is capable of towing the M870 Series Semi Trailers over improved gravel roads with a 100,000 lbs. payload on the trailer. MVHPC Project Purpose - Identify and provide commercially available capabilities & technology solutions to meet U.S. Military tactical wheeled vehicle challenges & performance shortfalls for the benefit of the taxpayer, warfighter, and motorsports industry The “how” – Three phase project with near-concurrent and complimentary activities spanning a 1 year Period of Performance… March 2011 – March 2012 – Phase I – Identification of Military Vehicle gaps and performance shortfalls Research and Analysis of FOUR vehicles: HMMWV, ITV, MTVR, and LVSR vehicles Culminates with delivery of MVHPC Phase I Report – Phase II – Commercial Capability Mapping Research & Analysis of motorsports capabilities & technologies applicable to Government vehicle requirements. Culminates with delivery of a Capabilities Source List and Technology Portfolio – Phase III – Potential Integration Identification and delivery of commercially available capabilities & technologies identified as potentially beneficial for modification or acquisition Culminates with delivery of a TWV Technology Opportunities Guide

Phase II - Commercial Capability Mapping (Requirements) Research of Motorsports Industry - Determine commercial interest, experience, and available technologies, capabilities, and expertise to meet military vehicle gaps  Approach: Industry research and survey of team, vendor, supplier, and after market motorsports businesses Commercial interest, experience with Federal contracting, and expertise information will populate MVHPC data base Participating businesses, vehicle capabilities and technologies will be included in a Capabilities Source List & Tactical Wheeled Vehicle Technology Portfolio provided to the government – Jan 2012 Commercial Data Compilation – Information collected will be populated relative to military vehicle enabling Government database query by Work Breakdown Structure, Component, Gap, etc.  Approach: Commercial data will be related to military vehicle gaps identified in Phase I of the project Commercial capabilities and potential solutions provided to the government via military vehicle technology portfolio and Capabilities Source List Government database will be provide motorsport vendor competencies available by military vehicle, WBS, level, & gap and with listed capabilities & technologies

Phase II - Commercial Capability Deliverables Technology Portfolio - Compilation of technology insertion options available within the motorsports industry meet requirements for military vehicle gaps  Deliverable: Represent the “state of the willing” relevant technologies from the Motorsports Industry relative to existing military vehicle gaps Capabilities Source List - Developed from commercial research and oriented relative to military vehicle gaps by; WBS, level & gap  Deliverable: The Capabilities Source List will be similar to a table of contents for the Technology Portfolio, listing the “state of the willing” commercially available capabilities & technologies relative to existing military vehicle gaps

Phase III - Commercial Capability Mapping – (Technology Opportunities) Technology Opportunities Guide – A listing technology need statements of operational and technical challenges with solutions deemed not available in the Commercial Industry  Approach: Needs statements will be developed throughout the project and contain technology needs not deemed available in Motorsports Industry The guide will include unique technologies discovered for future vehicle design or modifications based on improvement not current requirements High Payoff Functional Visits – As identified during the project; visit and technology demonstrations will be recommended to government  Approach: Recommendations will be made to explore relevant technologies and capabilities by the Program Office High payoff technologies will be recorded in the Data base and provided in the Technologies Opportunity Guide

Subject Matter Expert Board Designed to facilitate Government and Commercial Industry interaction, education and understanding  Approach: Identify Government and Commercial Industry Subject Matter Experts Schedule meetings to facilitate interaction & idea / information exchange Meeting results to shape project analysis and opportunities for military tactical wheeled vehicles  Deliverable: A series of interactive meetings between Government and Commercial Industry experts for idea & information exchange
