If you don’t understand the headline, read the first sentence in the lead. This is because the main idea in the headline must be repeated in more details in the first paragraph (known as the lead) The style of writing usually means that the writer uses the verb in the headline and then he will use that verb again in the lead, or may use another verb but both verbs must have the same meaning.
