L EARNING O BJECTIVES Accurately apply the countable athletically related activities, winter break, nonchampionship segment and out-of-season activities legislation. Differentiate between NCAA Bylaw 17, Bylaw 20 and the championships eligibility requirements. Apply newly adopted membership legislation.

NCAA P ROPOSAL N O : W INTER B REAK Current rule: December 20 – December 26. New rule: The winter break shall begin on: December 20; The following Monday if December 20 falls on a Friday, Saturday or Sunday; OR The following Tuesday when December 20 falls on a Monday. C ONCLUSION OF THE P LAYING S EASON – T EAM S PORTS No practice or competition permitted following the last regular season contest unless under consideration for postseason championships. If not selected for postseason participation or eliminated from championship, practice and competition are no longer permissible. Bylaw

C ONCLUSION OF THE P LAYING S EASON – T EAM S PORTS Regular season competition permitted following conference championship, provided: Team has not exceeded its maximum number of contests/dates of competition for the playing season in the sport; The competition(s) appear as regular-season competition(s) in its declaration of playing season for the sport; and The competition(s) occur prior to championships selections. Bylaw

C ONCLUSION OF THE P LAYING S EASON – I NDIVIDUAL S PORTS Only squad members considered necessary for effective practice by individual(s) preparing for NCAA championships may continue to practice. If individual not selected for postseason participation or eliminated from championship, may no longer practice or compete. See Bylaw for alternate playing seasons in golf and tennis. Bylaw

W EEKLY HOUR L IMITATIONS O UTSIDE THE P LAYING S EASON - F OOTBALL Outside the playing season during the academic year: Only weight training, conditioning and review of game film are permissible. Eight hours per week. No more than two hours of game film. Bylaw

W EEKLY HOUR L IMITATIONS O UTSIDE THE P LAYING S EASON – S PORTS OTHER THAN FOOTBALL Following the regular season or conclusion of the nonchampionship segment: No out-of-season activities permissible until the conclusion of the Division II or national collegiate championship. Eight hours per week. No more than two hours per week of skill instruction. No team activities permitted. No activity permissible one-week prior to the beginning of the institutions final exam period. Bylaw

Rule: No more than 20 hours per week and no more than eight hours of out-of-season activities. Bylaw 20 – Minimum requirements for sport sponsorship Selection criteria - minimum 10 in-region contests. Championships – Criteria for championships selection

C ASE S TUDY – W OMEN S S OCCER University College has a varsity womens soccer team in UC has eight countable in-region contests scheduled. UC has five countable non-region contests scheduled. Is UC within the Bylaw 17 institutional maximums? Yes, maximum number of contests for the institution is 18.

C ASE S TUDY – W OMEN S S OCCER, C ONT. Is UC at or above the Bylaw 20 minimums? Yes, the minimum number of contests is 10. Will UCs schedule allow its team to be selected for the Division II Womens Soccer Championship? No, the selection criteria requires a minimum of 10 in- region contests. UC only played eight in-region contests.

C ASE S TUDY – W OMEN S SOCCER, C ONT. University College also has a junior varsity womens soccer team that is scheduled to play seven games in The coach wants student-athlete Mia Kicks to compete with both teams.

C ASE S TUDY – W OMEN S SOCCER, C ONT. Is UC still within the Bylaw 17 institutional maximums? Yes, provided no more than 50 percent of the players on the junior varsity team play in more than 50 percent of the varsity teams games. [References: official interpretation (7/9/87, Item No. 8) and staff interpretation (11/2/90, Item No. c)] Can Mia play in all of the junior varsity and varsity games? No, she is limited to competing in 18 contests.

C ASE S TUDY N O. 2 – M EN S O UTDOOR T RACK AND F IELD

M EN S O UTDOOR T RACK AND F IELD Student-athletes – maximum 18 between indoor and outdoor. Institutions – maximum 18 between indoor and outdoor. Bylaw 17 - Maximum date of competition limitations Number of contests – Minimum of four contests with at least 14 participants (different numbers required for indoor track and field). Bylaw 20 – Minimum requirements for sport sponsorship Selection Criteria – Minimum of four contests with at least 14 participants. No double duals count towards the minimums. Championships – Criteria for championships selection

C ASE S TUDY – O UTDOOR T RACK AND F IELD State Universitys track and field team is scheduled to compete in five outdoor track and field events in : The institution also sponsors indoor track and field. All 12 of the teams members will compete at all five events.

C ASE S TUDY – O UTDOOR T RACK AND F IELD, C ONT. Is SU within the Bylaw 17 institutional maximums? Yes, limited to a combination of 18 events between indoor and outdoor. Is SU at or above the Bylaw 20 minimums? No. SUs team only has 12 members. Bylaw 20 requires participation by at least 14 student-athletes at four events.

C ASE S TUDY – O UTDOOR T RACK AND F IELD, C ONT. Will SUs schedule allow its team or student- athletes to be selected for the NCAA Division II Outdoor Track and Field championship? No. SUs team only has 12 members. The selection criteria requires participation by at least 14 student-athletes at four events.

N EWLY A DOPTED L EGISLATION : S TRATEGIC M EMBERSHIP G ROWTH P ACKAGE

P ROPOSAL N O – S IZE OF C ONFERENCES New Conferences: Size for application: minimum10 active institutions and/or institutions in the provisional period of the Division II membership. Size to become an active conference: at least 10 active institutions. Effective August 1, 2013, for a conference applying for Division II conference membership on or after August 1, Active Conferences: Minimum eight active institutions by August 1, Minimum 10 active institutions by August 1, 2022.

P ROPOSAL N O – C ONFERENCE P RIVILEGES AND A UTOMATIC Q UALIFICATION Timetable for automatic qualification: Increase from two years to five years the waiting period for a new conference to become eligible for automatic qualification. Effective August 1, 2013, for a conference applying for Division II conference membership on or after August 1, 2013.

P ROPOSAL N O – C ONFERENCE P RIVILEGES AND A UTOMATIC Q UALIFICATION Conference privileges – grace period: Create a three-year grace period during which a conference may continue to qualify for privileges following the date of withdrawal of the institution(s) that causes the conferences membership to fall below the minimum number of institutions required for active membership. Effective immediately.

P ROPOSAL N O – C ONFERENCE P RIVILEGES AND A UTOMATIC Q UALIFICATION Championship participation – automatic qualification: At least 50 percent of the championship field in regional tournaments shall be reserved for at-large teams. Effective August 1, 2012.

P ROPOSAL N O – P ROCESS FOR C ONFERENCES Annual limit on conference membership: NCAA Division II Management Council may establish an annual limit on the number of athletic conferences applying to become a Division II conference that will be invited to active membership. Effective immediately.

P ROPOSAL N O – P ROCESS FOR C ONFERENCES Invitation to active membership: Before the NCAA Division II Membership Committee can invite an institution into active Division II membership, a Division II conference (or a conference applying for Division II membership) must have taken action to allow such institution to join as a full member. Effective August 1, 2012, for an institution entering the Division II membership process on or after September 1, 2012.
