3 CARA (Mandatory) Defined (17.02.1) Countable athletically related activities include any required activity with an athletics purpose, involving student-athletes and at the direction of, or supervised by, any member or members of an institution's coaching staff (including strength and conditioning coaches) and must be counted within the weekly and daily limitations under Bylaws 17.1.6.1 and 17.1.6.2. Administrative activities (e.g., academic meetings, compliance meetings) shall not be considered as countable athletically related activities. [See Bylaw 17.1.6.2.6.1 for further information regarding the exception for summer workouts in fall championship sports (including golf and tennis, for those institutions that conduct the championship segment during the fall).] Wayne State College Athletic Compliance 3

4 The Basics Voluntary Athletically Related Activities (17.02.16) Figure 17-3 features a breakdown of Countable versus Voluntary Athletically Related Activities In order for any athletically related activity to be considered "voluntary," all of the following conditions must be met: (Adopted: 1/12/04 effective 8/1/04, Revised: 5/13/11) (a) The student-athlete must not be required to report back to a coach or other athletics department staff member (e.g., strength coach, trainer, manager) any information related to the activity. In addition, no athletics department staff member who observes the activity (e.g., strength coach, trainer, manager) may report back to the student-athlete's coach any information related to the activity; Wayne State College Athletic Compliance 4

5 The Basics Voluntary Athletically Related Activities (17.02.16) In order for any athletically related activity to be considered "voluntary," all of the following conditions must be met: (Adopted: 1/12/04 effective 8/1/04, Revised: 5/13/11) (b) The activity must be initiated and requested solely by the student-athlete. Neither the institution nor any athletics department staff member may require the student-athlete to participate in the activity at any time. However, it is permissible for an athletics department staff member to provide information to student-athletes related to available opportunities for participating in voluntary activities (e.g., times when the strength and conditioning coach will be on duty in the weight room or on the track). In addition, for students who have initiated a request to engage in voluntary activities, the institution or an athletics department staff member may assign specific times for student- athletes to use institutional facilities for such purposes and inform the student-athletes of the time in advance; Wayne State College Athletic Compliance 5

6 The Basics Voluntary Athletically Related Activities (17.02.16) In order for any athletically related activity to be considered "voluntary," all of the following conditions must be met: (Adopted: 1/12/04 effective 8/1/04, Revised: 5/13/11) (c) The student-athlete's attendance and participation in the activity (or lack thereof) may not be recorded for the purposes of reporting such information to coaching staff members or other student- athletes; and (d) The student-athlete may not be subjected to penalty if he or she elects not to participate in the activity. In addition, neither the institution nor any athletics department staff member may provide recognition or incentives (e.g., awards) to a student-athlete based on his or her attendance or performance in the activity. 9 Pre-season For sports that have the ability to begin practicing before school starts (i.e., men’s cross country, women’s cross country, football, women’s soccer, volleyball), weekly CARA limitations/mandatory day off rules do not apply until school begins (17.1.6.3.5) However, these sports do have separate restrictions laid out in the sport-specific legislation as to the types of CARA that occur each day, and the length of rest between CARA periods that must occur, in the period before classes begin (If you have questions about these restrictions, please check with Compliance) Once school begins or the first regular season contest occurs (whichever is first…typically when school begins), then the transition into traditional hourly/weekly CARA limitations begins Wayne State College Athletic Compliance 9

10 Hourly & Weekly Limitations In-Season Maximum of four hours per day/20 hours per week of mandatory CARA, with at least one day off of CARA per week (17.1.6.1) Each program is permitted to define its own “week” period (i.e., does not necessarily have to be Sunday-Saturday, but does need to remain consistent throughout the remainder of that segment; 17.1.6.3.3) Travel days can count as the mandatory day off in a week, as long as no CARA takes place on that day (17.1.6.4.1) In theory, it is possible to have 12 consecutive days of CARA Wayne State College Athletic Compliance 10 SunMonTuesWedThursFriSat OFFCARA OFF

11 Hourly & Weekly Limitations In-Season (Continued) All competition days are automatically considered to be three hours for CARA tracking, regardless of how long the competition actually goes on for (17.1.6.3.2) All other CARA – including scrimmages – shall be counted as the actual duration of the activity (17.1.6.3.2.1) All CARA, or even voluntary athletically-related activities, are prohibited the remainder of the day following the completion of a competition (Bylaw 17.1.6.3.2.2) This includes mandatory watching of “game film” in locker rooms and/or on buses after the conclusions of contests that same day This concept is applicable even during vacation periods/winter break ATR time, field preparation and travel (if applicable) do not count towards CARA computation Wayne State College Athletic Compliance 11

12 Hourly & Weekly Limitations In-Season (Continued) Each student-athlete is required to have one day off per week; however, it is possible for different student-athletes from the same program to have different days off in the same week (example: throwers off on Sunday; jumpers off on Monday) If there is a portion of the week in which classes transition from not in session to in session, then CARA limitations are in effect for the time frame in which class is in session; however, the weekly mandatory day off can come during the vacation period Wayne State College Athletic Compliance 12 SunMonTuesWedThursFriSat VACAY CLASS OFF NO CARA CARA (6 hrs.) 13 Hourly & Weekly Limitations In-Season (Continued) Vacation periods are defined by the NCAA as days off that officially appear on the institution’s academic calendar Therefore, unless a Saturday or Sunday is officially stated as an institutional vacation day, those weekend days are not technically considered to be vacation days in the eyes of the NCAA One exception to this concept is during a week in which there are no classes at all (i.e., Spring Mid-Term Break), the weekend days wrapped around that break can essentially be considered as vacation days Likewise, the mandatory day off is not required during full weeks without classes during the academic year (i.e., between semesters) Wayne State College Athletic Compliance 13

14 Hourly & Weekly Limitations In-Season  Post-Season Concepts Once the regular season competition schedule is completed, your program immediately shifts into “post-season” mode If you are still active with conference and/or NCAA post-season competition, you will not be required to have one mandatory day off per week (17.1.6.4) The 20-hour weekly mandatory CARA limit also is not enforced during a post-season run; however, please still track CARA during this time If your program has been eliminated from a conference tournament, but is still under consideration for NCAA post-season selection, you may continue with mandatory CARA until the NCAA field is announced. (And obviously, if program is selected, you can continue with CARA) Wayne State College Athletic Compliance 14

15 Hourly & Weekly Limitations End Of Season Once your season is officially completed, either through being eliminated in conference/NCAA competition or not qualifying in the first place, your program enters a 14-day CARA-prohibited period The one exception is you are permitted to still have year-end meetings with your student-athletes during this time frame Following the 14-day CARA-prohibited period, if applicable, you are permitted to move to your “8/2” out-of-season segment Football is the one sport that does not have this rule; those student-athletes can move immediately into the “8/2” out-of- season segment Wayne State College Athletic Compliance 15

16 Hourly & Weekly Limitations Out-Of-Season During the time of year when you are not in either your officially- declared Championship or Non-Championship segments, your program falls in the “8/2” out-of-season regulations Student-athletes in sports other than football can spend a maximum of eight hours a week on weight training, conditioning, team activities and/or skill instruction, with a maximum of two hours a week on team activities and/or skill instruction (effective 2015-16) Football student-athletes can spend a maximum of eight hours a week on weight training, conditioning and review of game film, with a maximum of two hours a week on review of game film All Student-athletes must have at least two days off from mandatory CARA per week during this time For non-Fall Championship sports, mandatory CARA is not permitted to begin until the fourth day of class in the Fall Semester Wayne State College Athletic Compliance 16

17 Hourly & Weekly Limitations Out-Of-Season Continued For all sports, if you are not actively in season, all mandatory CARA is prohibited at the following times: Official vacation periods (Labor Day, Mid-Term Breaks, etc.) Between terms 14-Day period following the completion of a season One week before Finals Week begins through the end of Finals Week Summer vacation Conditioning Activities (17.1.6.2.4) are allowed to simulate game activities, provided no offensive or defensive alignments are set up, and no equipment related to the sport is used Wayne State College Athletic Compliance 17

18 Hourly & Weekly Limitations Non-Championship Segment For sports that are permitted to declare a Championship Segment and a Non-Championship Segment (Baseball, Football, Soccer, Softball, Volleyball), when you are in the midst of your Non-Championship Segment, student-athletes are only required to have one day per week with no mandatory CARA On officially declared Non-Championship Segment CARA days, the “20/1” rules apply for that week; for other days of that week, the “8/2” rules apply. 20 Out-Of-Season Sports From the time between the beginning of Study Week until the beginning of the Spring Semester, all mandatory CARA is prohibited (possible exception of a day or two earlier for baseball and softball) In-Season Sports All mandatory CARA is prohibited during a seven-day period in late December each year (see Figure 17-4 for exact dates on a year-by-year basis) Wayne State College Athletic Compliance 20

21 Winter Break All Sports During the late December NCAA-mandated Winter Break, all voluntary athletically-related activities on campus are also prohibited unless that facility is open to the general student body (17.02.17) Translation: over the late December NCAA-mandated Winter Break, the weight room at Memorial Stadium is off-limits to all student athletes; if the facilities in the Rec Center happen to be open during that seven-day period, student-athletes are permitted to work out in there at that time Wayne State College Athletic Compliance 21

23 Beginning 6/1/15, the Fall Championship sports are permitted to have Summer Workouts conducted by institutional strength & conditioning personnel, provided such workouts are voluntary and conducted at the request of the student-athlete All other sports can only have Summer Workouts monitored by institutional strength & conditioning personnel These workouts are permitted to last through the end of our institution’s Summer Vacation period (8/12/15) Wayne State College Athletic Compliance 23

24 Summer Workouts All student-athletes must be cleared by the ATR before taking part in these Summer Workouts The Strength & Conditioning personnel involved must have worked with multiple institutional teams during the previous academic year in order to conduct or monitor Summer Workouts S&C personnel can work with teams in the summer that they did not work with during the school year There are no daily or weekly limitations Coaches are not permitted to be present for these workouts, and cannot receive updates on the progress of their student-athletes from these workouts Wayne State College Athletic Compliance 24

25 Summer Workouts Student-athletes do not need to be enrolled in summer classes in order to take part in these Summer Workouts Incoming freshman and new transfer student-athletes that have signed a National Letter of Intent can take part in Summer Workouts; “walk-ons” are not permitted to participate Wayne State College Athletic Compliance 25

27 With Academic Calendar beginning one week later than usual (8/24/15), there will be some changes to CARA opportunities from what programs are used to: Football Per NSIC, first permissible practice day is 21 days before the first permissible contest date (8/13/15) Five-day Acclimatization Period policies (17.9.2.2) remain in effect First two days  helmets only Days three and four  helmets and shoulder pads only Days five and beyond  full pads This is for each individual SA; if a player starts late, he still needs to do his own personal five-day acclimatization period Additional limitations about three hour recovery period breaks between sessions remains in effect Wayne State College Athletic Compliance 27

28 Change In Academic Calendar New Academic Calendar (Continued): Cross Country, Soccer and Volleyball First permissible practice day is 17 days before the first permissible regular season contest date (8/17/15) Pre-season limitations remain in effect on six hours of CARA per day, with a maximum of five on physical activities for the day plus a maximum of three hours for any session Additional limitations about three hour recovery period breaks between sessions remains in effect Wayne State College Athletic Compliance 28

29 Change In Academic Calendar New Academic Calendar (Continued): All Other Sports No mandatory CARA permitted during first three days of Fall Semester (Compliance Rules Education Sessions are exempted from this) CARA can begin on the fourth day of class (8/27/15) From that point forward, typical “8/2” rules apply until the beginning of your Championship Segment Reminder: beginning in 2015-16, up to two hours per week during this time can be spend on team activities and/or skill instruction throughout the entire out-of-season segment(s) Wayne State College Athletic Compliance 29
