NORMAN 6th FP - Proposal n°: 018486 Priority 1. 1. 6 NORMAN 6th FP - Proposal n°: 018486 Priority 1.1.6.3 - Global Change and Ecosystems Network of reference laboratories and related organisations for monitoring and bio-monitoring of emerging environmental pollutants Disclaimer: The views expressed in this presentation may not in any circumstances be regarded as stating an official position of the European Commission. INERIS, DSE_VDU_2005

NORMAN Objectives: - creation of a network of reference laboratories and related organisations, which will facilitate the production of validated data on emerging pollutants - the data will support further identification of newly emerging pollutants and assessment of their potential risks INERIS, DSE_VDU_2005

Scope: •Emerging environmental pollutants •Not necessarily “new substances” •Previously unrecognised adverse effects •All compartments: air, water, soil and biota INERIS, DSE_VDU_2005

Key strategic actions : 1. Improve data comparability (new monitoring data) INERIS, DSE_VDU_2005

3 scenarios (depending on the level of validation required ) : 1. Data comparability: VALIDATION Protocols for validation and harmonisation of chemical and biological methods (demands on emerging pollutants) Development of the protocols into draft for Technical Guidelines and Reports (e.g. CEN TR) 3 scenarios (depending on the level of validation required ) : 1. No suitable analytical or biological method 2. Methods only validated at the level of single / research lab. 3. Methods validated at the level of reference laboratory Development at the research level Validation at the expert laboratory level Validation at the routine laboratory level INERIS, DSE_VDU_2005

Key strategic actions : 1. Improve data comparability (new monitoring data) 2. Test the protocols (& functioning of the network) INERIS, DSE_VDU_2005

2. Test the protocols: CASE 3 Case studies 3 Scenarios - Inter-laboratory studies (benchmarking of competencies) - Improvement of the protocols - Test the functioning of an extended network INERIS, DSE_VDU_2005

Key strategic actions : 1. Improve data comparability (new monitoring data) 2. Test the protocols (& functioning of the network) 3. Facilitate access to and evaluation of information INERIS, DSE_VDU_2005

3. Data accessibility: SEARCH Facilitate access to and evaluation of existing data and information on emerging environmental pollutants 3 web-based databases: EMPOMAP (Month 13) EMPODAT (Month 18) EMPOMASS (Month 13) Leading experts/ organisations / projects Geo-referenced monitoring data Mass spectrometric info on unknown and provisionally identified subst. INERIS, DSE_VDU_2005

Key strategic actions : 1. Improve data comparability (new monitoring data) 2. Test the protocols (& functioning of the network) 3. Facilitate access to and evaluation of information 4. Allow EU-wide exchange of information INERIS, DSE_VDU_2005

4. EU-wide exchange of information: INTERACTION - Monitoring experts / Refer. Labs. - Environmental agencies - Standardisation bodies - Regulatory bodies - ….. 1 wide-scope workshop + 3 thematic workshops Assessment of needs and requirements for analysis Assessment of needs for harmonisation of methodologies for monitoring and bio-monitoring INERIS, DSE_VDU_2005

Key strategic actions : 1. Improve data comparability (new monitoring data) 2. Test the protocols ( & functioning of the network) 3. Facilitate access to and evaluation of information 4. Allow EU-wide exchange of information 5. Integrate new partners 6. Evaluate options for future permanent network INERIS, DSE_VDU_2005

5. Future permanent network: NETWORK The “umbrella” and the “engine” of all sub-projects: Identification of the key EU organisations and experts in the field of emerging pollutants - New potential partners - Focal Points - Laboratories for interlab studies - Experts to be invited to workshops - ….. Dissemination of information Design of the permanent network (analysis of options for self-financing and management structure) - Business plan - Joint Programme of Activities INERIS, DSE_VDU_2005

Project participants : 1. INERIS (FR) 10. Biosense (NO) 2. BRGM (FR) 11. ITM (SE) 3. CEMAGREF (FR) 12. UKEA (UK) 4. RIVO (NL) 13. VUVH (SK) 5. VUA (NL) 14. EI (SK) 6. UBA (D) 15. NPL (UK) 7. IWW (D) 16. JRC-IES (IT) 8. CSIC (E) 17. Fh-IME (D) 9. JSI (SLO) 18. RIVM (NL) INERIS, DSE_VDU_2005
