3 Strategic Coordination Group (SCG)
EG on EQS Led by UK and JRC-IHCP TGD for EQS derivation Test the guidance DG on Prioritisation Led by JRC-IHCP Prioritisation methodology based on monitoring and modelling data DG on Mixing zones - NEW Led by UK, NL and DG ENV TGD on mixing zones DG on emissions - NEW Led by NL, FR and DG ENV Identify sources of priority substances Identify potential measures CMA Led by IT, JRC-IES and DG ENV CMA-1 - Monitoring Best Practices CMA-2 – Quality assurance and control CMA-3 – Support to standardisation Strategic Coordination Group (SCG) WG E on Priority Substances Led by the DG ENV Data collection and processing Prioritisation methodology Environmental Quality Standards (EQS) Chemical Monitoring Activities (CMA) Emission controls Implementation Guidance Requirements of EQS Directive

4 Work programme for the review of the PS
Article 8 of the new EQS Directive end of 2010: merged proposal (review of the priority substances list together with the EQS setting) substances listed in Annex III of this directive shall be considered inter alia for possible identification as priority or priority hazardous substances Existing/final drafts/targeted EU RARs Prioritisation based monitoring (INERIS) Prioritisation based on monitoring and modelling data (JRC) New information on existing priority substances

5 Central database - I The central database and associated
data treatments (Fribourg-Blanc, 2008) Data Surface water 24 Member States ( CH and NO, but  BG, EL and MT) stations 5 water body types sampling analysis 937 substances

6 Central database - II new data collection is still needed, in particular for: the Member States who did not provide data or report small datasets transitional and coastal waters sediment and biota 13 substances that are in the Annex III of the new Directive 31 October 2008: intention to provide new data on priority substances 15 January 2009: data submission using the available data tool ( factsheet to disseminate the information  written comments by 31 October 2008.

7 Prioritisation Prioritisation process: 1st ranking (Bonnomet, 2008)

8 Draft Mandate for a mixing zones guideline - I
Article 4(4) of the new EQS Directive: technical guidelines for the identification of mixing zones should be adopted through comitology procedure Mandate of the Drafting Group: to support WG E  the CIS of the WFD 2000/60/EC, establishing activities on mixing zones the guidance will be tested background document: Mixing zones (Bonnomet, 2007), the UK and the NL approaches

9 Draft Mandate for a mixing zones guideline - II
4th WG E meeting: mandate, tentative timetable and proposed content of the guidance The Drafting Group on mixing zones will be chaired by the UK and co-chaired by the NL and the Commission Members: FR, DK 24 October: send comments and express the interest  DE, EUROELECTRIC, CEFIC, CONCAWE, EUREAU and HU + BE (test) early 2009: 1st draft guidance SCG is requested to endorse the draft mandate and the proposed approach of the drafting group

10 Draft mandate for an activity on emissions - I
Result: Workshop on Diffuse Sources (Amsterdam, 28 – 29 May) Meeting of Water Directors in Slovenia (June 2008) Drafting Group: chaired by the NL and co-chaired by FR and the COM background information: How to build an inventory of emissions, discharges and losses (Fribourg-Blanc, 2007) results of the research on measures as part of the SOCOPSE and SCOREPP projects results of the studies on based on emissions of defined substances existing legislation/reports/studies (for e.g. Risk assessments reports made at EU level, mitigation measures, RIVM studies)

11 Draft mandate for an activity on emissions - II
5-step approach Step 1. Identify priority substances for which diffuse sources prevent reaching WFD-goals Step 2. Identify potential measures at national and/or EU level based on substance specific studies on existing legislation and gaps Step 3. Discuss effectiveness and feasibility of measures Step 4. Prepare technical substance specific report integrating results of previous steps Step 5. Prepare a technical report with potential measures in order to contribute to the cessation or phasing out of discharges, emissions and losses of PHS

12 Draft mandate for an activity on emissions - III
31 October 2008: comments in written on the new activity on emissions and to express their interest to join the drafting group  EEA, UK, IT, DE, EUREAU, CEFIC? and BE? Tentative timetable for : Kick-off meeting in January/February 2009: draft activity sheets, time-table and assignment of tasks First half of 2010: final report to WG E SCG is requested to endorse the draft mandate and the proposed approach of the drafting group Article 5(6) of the new EQS Directive: technical guidelines for the establishment of the inventories should be adopted through comitology  work for the next year

13 Drafting Group on Prioritisation
led by JRC-IHCP members: Member States (DE, DK, ES, FI, FR, NL, SE, SK, UK) Commission (DG ENV, JRC-IHCP, INERIS as Commission’s consultant) Industry (EUROMETAUX) Mandate: to develop a comprehensive methodology (based on monitoring and modelling data) for medium and long term revision of the priority substances to use as a starting point the UK methodology 17 November 2008: comments on the UK methodology and the universe of chemicals used

14 Expert Group on EQS led by UK and co-led by JRC-IHCP members:
Member States (BG, DE, DK, ES, FI, FR, NL, SE, SK, UK) Commission (DG ENV, JRC-IHCP, INERIS as Commission’s consultant) Industry (EUROMETAUX) Mandate: to establish a guidance for EQS derivation 6 technical sub-groups (generic issues, water column, metals, biota, sediment, non-testing methods) Working drafts of the guidance documents: February 2009: 1st Draft of the TGD

15 Next meeting of WG E: 18-19 March 2009 http://circa. europa
