Health & Social Care Devolution Greater Manchester Health & Social Care Devolution A view from a member of the GM VCSE Reference Group A Salford perspective Alison Page CEO, Salford CVS 3 CVS’ – local infrastructure support organisations – on the GM VCSE Reference Group. Agreed democratically by GM CVS Chiefs. Purpose – membership organisations with good reach into VCSE sector in our localities (GM boroughs) – in our case the City of Salford. Act as a conduit. Already play a strategic role. Asked today to focus on what’s happening in Salford regarding our Locality Plan. What its key messages are – and specifically in relation to the VCSE sector. Good sector involvement in the Locality Plan in Salford: HWB Board (CVS, HW, UP – rep. Chamber) IEB VCSE H&SC Forum VCSE Leaders Group Specific events – speakers incl. DPH and JHWS Manager HW engagement Able to comment on each draft and influence what’s included. Ultimately not really about what’s on the page, of course; about our ability to influence delivery of these plans in the longer term…

Salford’s Locality Plan “Our Vision for a Healthier Salford” “We will continue to strengthen and build on the strong partnerships that exist across Salford between the VCSE sector, the Council, the Clinical Commissioning Group, NHS providers and other statutory partners over the next five years through our collective and joint commitment to: An Inclusive Approach: including all partners in decision-making at the early stages of strategic planning and the development of new models of service delivery. Development of Alliances: within and across sectors, thematic, as well as population and place-based, dependent on the issues presented and the solutions required. Recognition of Community and Individual Assets: Individuals’ and communities assets are vital to improving Salford resident’s health outcomes.” Clear statement from the outset that the VCSE sector is a strong partner… Rhetoric maintains that ‘we can’t do this without you’ (David Herne, DPH)

Salford’s Locality Plan “Our Vision for a Healthier Salford” Key overarching messages: Citizens at the heart of the plan Build on existing foundations of cooperation and partnership Focus on the wider determinants of health Early intervention and prevention Expand co-production, personalisation, social action (resilient communities / assets, etc.) Increase efficiency (e.g. standardisation, digital) People Place Partnership Wider determinants – good employment (living wage), housing, etc. Prevention better than cure… Doing with NOT doing to – Co-production Efficiency and effectiveness – context of finding savings

Salford’s Locality Plan “Our Vision for a Healthier Salford” Transformation priorities: Enabling Transformation Prevention Better Care Enabling transformation – underpinning everything will be a number of pieces of cross-sector enabling work, including the following transformational initiatives: · Integrated commissioning arrangements · Co-production and social value · Information management and use of digital technology / · Rationalisation of estates infrastructure · Workforce capacity building · Innovation · Public engagement Prevention – we are seeking a radical upgrade in population health through our prevention work which aims to effectively manage demand for high cost, acute services. It includes: · Social Movement for Change · Place based working · Best start in life · Promoting healthy lifestyles · Screening and early detection · Wider determinants of health and wellbeing Better Care – Our better care journey includes moving beyond current arrangements on a trajectory towards integration of commissioning and provision. The work includes: · Quality of Care · Community based primary care · Integrated care · Hospital care · Long term conditions · Mental health

Salford’s Locality Plan “Our Vision for a Healthier Salford” Starting Well - Children will have the best start in life and continue to develop well during their early years Living Well - Citizens will achieve and maintain a sense of wellbeing by leading a healthy lifestyle supported by resilient communities Ageing Well – Older people will maintain wellbeing and can access high quality health and care, using it appropriately N.B. The Marmot review: Fair society healthy lives: strategic review of health inequalities in England (2010) has strongly influenced the development of the Salford Locality Plan. Clear connection with the GM Plan (we’d be worried now if there wasn’t…) Context of Marmot - important
