3 Southampton Background
0 – 19 year old resident population (2016 estimate) - Approx 57,000 0-4 year olds relatively stable at approximately 16,000 (3,200 births per year) 5-9 year olds estimated to increase by 11.4% in 2018 (390 per annum) 10-16 year olds estimated to increase by 9.5% (382 per annum) 17-18 year olds estimated to fall by 3.4% (75 per annum) Ethnicity (2015 School Census) – 67.7% of school aged children recorded as White British compared to 77.7% of all residents in 2011 Census Polish is the most common language spoken as first language other than English Special Education Needs (2017) % (14.4% England) IMD (2015) - Ranked 67 out of 326 (1 most deprived)

4 Our rank for Income Deprivation Affecting Children Index (IDACI) is lower than IMD, at 50th worse (within the worse quintile nationally) 21% of under 5s in Southampton reside within the 10% most deprived areas nationally and 35% in the 20% most deprived (IDACI)

We want all children and young people in Southampton to have a good start in life so they can fulfil their potential and become successful adults engaged in their local communities. We want to provide the right help, at the right time with a focus on prevention & early help.

Reducing the effects of child poverty is at the heart of the city's prevention & early help strategy and will be evidenced through a continuing commitment to: Stronger, more resilient families where children are nurtured, their health, social, education and emotional needs are met & they are supported to make positive choices. Improved school attendance and engagement with learning from early childhood. Increased emotional wellbeing and resilience amongst children and young people.

Working with the voluntary and community sector to ensure a robust support infrastructure. Working in partnership with adult services to develop a new model for the commissioning of voluntary and community sector support. Increase in the number of initiatives that bring/identify additional resources (including volunteering) into the city led by the community and voluntary sector that meet the city’s agreed priorities for prevention and early help. Developing common language, systems and processes Developing integrated workforce development arrangements. Clarifying thresholds for assessment and intervention at all levels of need. Developing a common language for Early Help assessment and planning. Increase in numbers of families accessing the right help at the right time as evidenced by the quantity and quality of early help assessments and plans. Facilitating children, young people and families informing and co-producing the commissioning and delivering of services. Working across partners to improve the involvement of children, young people and their families in service design, co-production and review. Developing our Youth Forum arrangements. Developing our use of Children's Centre Advisory Boards to improve parents’ voice in service design, co-production and review. Evidencing the involvement of children, young people and families in service design, review and commissioning processes.

Developing an integrated, effective 0-19 prevention and early help offer for children, young people and their families in Southampton, encompassing delivery of the Healthy Child Programme and Children's Centres offer, as well as targeted family support for those families needing additional help. Bringing health and local authority services together into an integrated 0-19 prevention and early help offer which delivers a streamlined journey of support. Development of Family Hubs. Reduction in mothers smoking at time of delivery Increased breastfeeding rates at 6-8 weeks Reduction in % of children with excess weight Reduced % children with decayed, missing, filled teeth Increased take up of funded education and child care places for 2, 3 and 4 year olds Increased school attendance. More children and families reporting good emotional and mental health wellbeing. Improvements in Key Stage 2 and Key Stage 4 More early help interventions undertaken Reduction in first time entrants into youth justice system & reduction in re-offending rates Reduced hospital admissions for young people aged years as a result of self harm. Reduction in under 18 conception rate. More young people moving on successfully to employment and training More parents/carers in employment or activities that promote employability Overseeing the development and implementation of key action plans which promote: Stronger, more resilient families where children are nurtured, their health, social, education and emotional needs are met and they are supported to make positive choices. Improved school attendance and engagement with learning from early childhood onwards. Increased emotional wellbeing and resilience amongst children and young people. Overseeing and coordinating the development and implementation of the following action plans: Children and Young People’s Healthy Weight Plan; Child and Adolescent Mental Health Services Transformation Plan; Sexual Health Improvement Plan and the Teenage Pregnancy Action Plan; Parenting Support action plan; Healthy Settings development; Strong links with the city's Education Strategy; Becoming a restorative city.

Three key components: Play Provision – a sustainable, coherent play offer that supports the needs of children and families Youth Provision – support for the development of a vibrant community and voluntary sector led youth offer for older children and young people Sector leadership and capacity building – a co-ordinating role in relation to ensuring links between and across providers in the City to develop collaboration in provision, fundraising expertise, volunteering and workforce development

18 0-19 Play and Youth Next Steps
Background work on the procurement of a new service to start in the Autumn of 2018 is nearing completion Market engagement will start later this year, but the model sought will require a collaborative and inclusive approach from community and voluntary sector delivery partners
