Background – present situation Avinor – limited company, fully owned by the Norwegian state Avinor responsible for: 45 airports (civil) ANS (civil and military), 48 towers and ACC ANS subsidiary company in 2014 (Avinor Flysikring) Ministry of Transport & Communications Owner of Avinor Regulator
