7 Republic of Turkey Ministry of Science, Industry and Technology State of play in Implementation To ensure effectiveness of the Industrial Strategy, it is important to establish a high-level cooperation between public and private sector. For the Industrial Strategy to be implemented effectively in our country and create value-added, cooperation and coordination among public institutions is as important as cooperation between public and private sectors.

10 Republic of Turkey Ministry of Science, Industry and Technology The implementation process of Turkish Industrial Strategy The strategy document is implemented through coordinated efforts of the relevant authorities. The strategy document serves as a mean of dialogue and communication and ensures awareness and policy ownership among the relevant parties and stakeholders. The developments related to the measures in the Action Plan as well as the outcomes are continuously monitored, whereas necessary updates are made for efficient implementation.

11 Republic of Turkey Ministry of Science, Industry and Technology The implementation process of Turkish Industrial Strategy A dialogue and cooperation mechanism has been established for implementing the Turkish Industrial Strategy. A governance model has been adopted in the Monitoring and Steering Committee, the Monitoring and Evaluation Committee and the Initiatives. The Strategy is implemented in the view of a participatory approach. All evaluations of the relevant stakeholders are taken into account and decisions are made by joint consultation.

13 Republic of Turkey Ministry of Science, Industry and Technology The implementation process of Turkish Industrial Strategy The Monitoring and Steering Committee set up for assessing the works of the initiatives established under the Industrial Strategy functions as an implementation and monitoring authority. The initiatives are of critical importance for the Monitoring and Steering Committee in systematically performing its duty. The decisions taken and works made by the Initiatives are advisory and the outputs from the Initiatives are evaluated by the Monitoring and Steering Committee.

14 Republic of Turkey Ministry of Science, Industry and Technology The implementation process of Turkish Industrial Strategy When required, in accordance with these assessments, feedback is given to the Initiatives by the Committee. When necessary, topics which are on the agenda of other platforms that exist between public and private sectors are taken to the agenda of the Monitoring and Steering Committee and the Initiatives. All topics which are related with the Industrial Strategy could be discussed in the Monitoring and Steering Committee.

16 Republic of Turkey Ministry of Science, Industry and Technology Monitoring and Steering Committee : evaluates the implementation of the Action Plan comes together under the presidency of the Undersecretary of the Ministry of Science, Industry and Technology every six months ( 9 March 2011, 15 November 2011 and 30 January 2012) composes of Monitoring and Evaluation Committee members and other stakeholders (the members of the public institutions and NGO’s)

17 Republic of Turkey Ministry of Science, Industry and Technology Monitoring and Evaluation Committee: coordinates the Initiatives evaluates the Initiatives’ decisions, assesses the chart of Monitoring and Evaluation, provides a platform to discuss the problems with the implementation process comes together under the presidency of the General Director for Industry of the Ministry of Science, Industry and Technology every three months ( 11 April 2011, 5 August 2011 and 29 December 2011) composes of the chairmans of the Initiatives

19 Republic of Turkey Ministry of Science, Industry and Technology Initiatives: monitor the Action Plan in their relevant horizontal policy area come together under the presidency of Deputy General Director or Head of Department every three months are composed of the members of the institutions that are in charge and of those institutions to be in cooperation with prepare the meeting report after the meetings fill the chart of Monitoring and Evaluation and submit it to the Secretariat of Science, Industry and Technology

20 Republic of Turkey Ministry of Science, Industry and Technology Implementation, Monitoring and Evaluation Report Implementation, Monitoring and Evaluation Report is prepared every six months by the Ministry of Science, Industry and Technology (Directorate General for Industry). This report is submitted to the Monitoring and Steering Committee.
