2 COSCAP -NAApril 20082 direction générale de l’Aviation civile The French Civil Aviation Authority (DGAC) The civil aviation sector has significantly changed over the last decade and civil aviation authority must adapt their structures and working processes accordingly European Union is increasingly taking over in the civil aviation sector (regulation making but also certification, security, air traffic rights, …) ; two significant events : September 2003 : set up of EASA (European aviation safety agency) January 2005 : the “Single European Sky”

3 COSCAP -NAApril 20083 direction générale de l ’Aviation civile New DGAC : structured in 3 poles « Policy » Pole regulation making, regulation of the economy, strategy and economics studies Supervision Pole certification, continued supervision, licences (for all domains in safety and security) Air navigation services En route centres, terminal centres, technical services, R&D Aircrafts, engine manufacturers Airlines and others operators Maintenance stations Airports Security companies Training centres Pilots …. Functional separation Civil aviation training centres SEFA ENAC The French Civil Aviation Authority has been reorganized

4 COSCAP -NAApril 20084 direction générale de l’Aviation civile Main activities The certification of the airports (11 main airports has been certified – over 1,5 millions passengers) The certification of the Air Navigation Services provider (DSNA) The creation of fees to cover the costs of the certification and supervision activities

5 COSCAP -NAApril 20085 direction générale de l’Aviation civile Main activities Launching of the State Safety Programme which is required for various annexes (1, 6, 8, 11 and 14) Implementation of the EU regulation concerning the ATCO licences (target date June 2008) Language proficiency transcribed into the European regulation (FCL regulation) (target date June 2008)

6 COSCAP -NAApril 20086 direction générale de l’Aviation civile COOPERATION If a high level of safety in air transport is to be maintained, ever-greater cooperation is needed between States in drawing up common rules and disseminating the best practices √ This is one of the DGAC’s ongoing priorities, and so advice and assistance are also provided to foreign authorities. The Department for Aeronautical Programmes and Cooperation (DPAC) has in charge the cooperation

7 COSCAP -NAApril 20087 direction générale de l’Aviation civile COOPERATION DPAC is responsible for co-ordinating all the skills that contribute to the cooperation √ The promotion of this expertise covers all areas of civil aviation (manufacturing, safety, air navigation, airport development, regulations, security, training) √ DPAC relies on the expertise of the different departments and on ENAC

8 COSCAP -NAApril 20088 direction générale de l’Aviation civile COOPERATION ENAC is the training body to the French Civil Aviation Authority. It organises ab-initio and continuing education for the personnel of DGAC, as well as for the private sector and foreign authorities √ ENAC is particularly involved in aviation safety related courses such as air traffic management, aircraft airworthiness, communication, navigation and surveillance, airport security and airport certification

Developing close relationship with foreign Civil Aviation Authorities Organizing wide variety of forms of cooperation ( trainings, on job training, studies, exchange of experts….) Participating to the ICAO cooperation programmes (COSCAP)

10 COSCAP -NAApril 200810 direction générale de l’Aviation civile COSCAPs Progress in the field of safety must be based upon the ICAO principle that France strongly supports, founded on the responsibility of each State and on a mutual confidence between States √ The improvement of safety requires a permanent mobilisation of all concerned actors and a consistency of their respective actions (manufacturers, pilots, airlines, oversight and regulatory authorities)

11 COSCAP -NAApril 200811 direction générale de l’Aviation civile COOPERATION COSCAPs are an appropriate forum: - to heighten the civil aviation authorities of the problems related to the content of the regulation, its implementation and the supervision - to organize exchange of views and experiences - to promote harmonization on a regional level - to avoid duplication in cooperation activities
