Access to Education in Difficult Areas

Universal Access 98.9% habitations have access to Primary Schools 97.7% habitations have access to Upper Primary Schools All states/UTs have defined Neighbourhood norms as mandated in Section 6 of RTE Act. 24 States reported Universal Access at PS and UPS as per State norms. Gujarat and MP has notified Neighbourhood schools for all habitations in Gazette. 34 States/UTs have conducted GIS mapping of existing schools. The residual gap is in few states only (Assam, Bihar, Jammu & Kashmir, Madhya Pradesh, Rajasthan, Uttar Pradesh and West Bengal)

Coverage of OoSc Mu bi Padhibhi - It is a programme to track all out of school children and mainstream them in the school. New Schools under SSA- 9,649 Primary School and 10,991 Upper Primary School have been opened 8 Hostels have been sanctioned under SSA 7,566 OoSC children are being covered under Special Training in 2016-17 1381 children to be covered through transportation facilities 4375 hostels being run by SC/ST department of the state. These hostels are attached with 1317 schools.

Kasturba Gandhi Balika Vidyalayas 182 KGBVs are operational. All KGBVs are under Model III (hostels attached to schools). 18190 (98.85%) girls enrolled against 18400 targeted enrolment. Of the total 18190 Girls enrolled, SC- 22%, ST - 54.37% OBC - 6.67%, Minority -0.34% and BPL -16.6%. 210 seats are vacant in these hostels

Special Initiatives for Tribal Children State has a language policy covering more than 20 tribal languages. Learning material has been developed in several tribal languages for students in class 1-5 A systematic plan for transitioning children from home language to school language Programme is currently implemented in 1400 schools(90% children speak the same tribal language) State must look into strategies for schools where children speak multiple tribal languages.
