What is TETRA and CRITICAL COMMUNICATIONS Evolution TErrestrial Trunked RAdio (TETRA) is a digital trunked mobile radio standard (1995) developed to meet the needs of traditional Professional Mobile Radio (PMR) for user organizations such as: Public Safety, Transportation, Utilities, Government, Military, Commercial & Industry, Oil & Gas from single site local area coverage to multiple site wide area national coverage. Pro Cons Wide area fast call "all informed net"  (one-to-one, one-to-many, Voice centric services, TDMA technology many-to-many) Direct Mode Operation (DMO) allowing "back to back" Low- speed data up to 28.8 kBps, even TEDS (up to max 500kBps) communications between radio terminals independent of the network   High level voice encryption to meet the security needs of public safety organizations  An Emergency Call facility that gets through even if the system is busy  Full duplex voice for PABX and PSTN telephony communications Eficiency in spectrum usage Besides meeting the needs of traditional PMR user organisations, the TETRA standard has also been developed to meet the needs of Public Access Mobile Radio (PAMR) operators. Conclusion: going to LTE-based critical communications, TETRA have to migrate

TETRA is still the leading technology choice for critical communications users, with 3,8 million terminals in use in 2016 and a projected 5 million by 2020. TETRA represents 24% of the digital Land Mobile Radio/Professional Mobile Radio (PMR) market globally. Use of TETRA for public safety applications, the military and utilities continued to grow in 2016, with around 2,3 million terminals in use for this sector, but use in business critical markets including the transport sector, commercial sector and utilities increased significantly, with deployment in airports, metro systems, light railways and buses. Although Europe represented the largest market for TETRA in 2016 with a 53% share, there continued to be major expansion in the US, Asia and the Middle East.

How to migrate? The ‘Future Vision’ for TETRA is an evolution towards a fully integrated and seamless Information and Communications Technologies solution, providing narrowband/wideband/broadband wireless communications for mission-critical and business-critical PMR applications. Broadband will be a crucial factor in this, as it can supply the high data speeds required for various key applications including, for example, streaming video from the scene of an incident. In the medium term most users see a hybrid of critical communications TETRA and broadband networks as the way forward, so TC TCCE is also looking at methods of integrating TETRA into broadband solutions, and enabling migration from (future) TETRA to broadband. Air Interface and Network Protocols ETSI TCCE have responsibility: For the provision of user driven standards for authority to authority secure voice and data services and facilities over broadband and narrowband air interfaces.  To collect and specify requirements from relevant stakeholders such as the Emergency Services, Government, Military, Transportation, Utility and Industrial organizations as well as Public Access Mobile Radio (PAMR) Operators.  To maintain and develop the existing TETRA standard.  For ETSI deliverables (in whole or in part) dealing with both TETRA and mobile broadband critical communications.  To ensure that work programmes within ETSI TC TCCE are co-ordinated with other European and International Standards making bodies to avoid duplication of deliverables.  TCCE WG01 User Requirements/Services TCCE WG03 Air Interface and Network Protocols TCCE WG04 High speed data TCCE WG06 Security Working Group 1 is responsible for producing the User Requirement Specification (URS) for TETRA and Critical Communications Evolution. This is a mixture of extensions to TETRA functionality and requirements for operation of critical communications over a broadband link such as LTE technology. The deliverable shall be a set of Technical Reports (TRs) which will be used by all the other TC Working Groups as a basis for their work on drafting standards. The main role of WG1 is seen as being "the voice of the TETRA and Critical Communications Market", with the objective to collate what are often conflicting requirements from different user entities, such as Public Safety users, commercial users, network operators, etc., into one or more coherent and generic URSs. The objective of the Terms of Reference for TC TCCE WG3 is to maintain existing TETRA deliverables and produce additional sets of ETSI deliverables in order to enhance and maintain TETRA standards and specification as needed for TETRA implementations. Creation of Standards and supporting documentation as needed for provision of mission critical services over broadband bearers, and for the evolution of TETRA High Speed Packet Data and voice services as per current TC TCCE. Specification of mission critical broadband bearer services  Standardization of mechanisms to provide mission critical voice and data services over broadband bearers  Integration of existing TETRA data and voice services with those services operating over broadband bearers  Continual improvement and evolution of TETRA 1 and TETRA 2 (TEDS) data services to improve efficiency and performance   Reports where relevant concerning the high speed and broadband data environment, such as spectrum requirements WG6 is responsible for all issues relating to the standardization of Security, Lawful Interception and Fraud & Misuse (prevention) within TC TETRA and Critical Communications Evolution.

At the end I would like to add few things to consideration Further development of narrowband TETRA solutions guaranteed by large existing TETRA installed base and significant number of new projects introduced each year LTE technology selected as the basis for the next step of PMR Evolution from narrowband TETRA to LTE based Broadband PMR is a long process Narrowband TETRA is expected to remain in operational use until 2025-2030 Basic PMR user requirement remain as they are Standardization required for end-to-end functionalities and interoperability Broadband PMR standardization efforts -global standard migrating both TETRA, Tetrapol and P25 - several standardization bodies - Europe –US co-ordination Spectrum Investments Annual TETRA equipment market value is more than 1 Billion Euro
