Tetra WC_20 Nov. 20021 TETRA World Congress 2002 Nice Acropolis, 18-22 November « TETRA's Future Role In Disaster Relief » Karl Heinz Rosenbrock ETSI Director General rosenbrock@etsi.fr KEYNOTE ADDRESS

Tetra WC_20 Nov. 20022 Table of Contents: Introduction Standardization TETRA history Requirements for disaster relief Regulatory issues Experience of TETRA users New dimension of terrorism Conclusion

Tetra WC_20 Nov. 20023 NOTHING IS AS CONSTANT AS … CHANGE !

Tetra WC_20 Nov. 20024 WHAT WAS A RULE YESTERDAY, … … MAY NOT BE RELEVANT ANYMORE, TODAY!

Tetra WC_20 Nov. 20025 IN THE AREA OF TELECOMMUNICATIONS STANDARDIZATION TAKES PLACE - IN MOST CASES – PRIOR TO OR IN PARALLEL WITH THE DEVELOPMENT...

Tetra WC_20 Nov. 20026 … THAT IS WHY STANDARDIZATION IN THE AREA OF TELECOMMUNICATIONS LEADS TOWARDS INNOVATION !

Tetra WC_20 Nov. 20027 INNOVATION BY MEANS OF STANDARDIZATION !

Tetra WC_20 Nov. 20028 WHO CAN AFFORD TO STAY OFF-SIDE WHEN INNOVATION, i.e. YOUR FUTURE, IS AT STAKE?

Tetra WC_20 Nov. 20029 STANDARDIZATION IS: BUT A USEFUL INVESTMENT IN THE FUTURE OF YOUR ENTERPRISE! NEITHER A WASTE OF RESOURCES NOR A SUPERFLUOUS COST FACTOR

Tetra WC_20 Nov. 200210 TETRA History  1989: TETRA standardisation started in ETSI  1991: Consensus reached on TDMA technology with 4 timeslots in 25 kHz bandwidth  1994: TETRA MoU established  1995: First phase of TETRA standards completed  1996: Harmonised frequencies for TETRA in Europe  1997: First TETRA systems installed  2000: TETRA Release 2 standardization started  2002: Release 2: User Requirement Specifications completed; High Speed Data: TAPS published, consensus for TEDS

Tetra WC_20 Nov. 200211 Main requirement is: avoid having human lives at risk

Tetra WC_20 Nov. 200212 Radio communications requirements in disaster relief 2 (5)  Communications system requirements:  Rapidly deployable  Easy to use (no time for operator training)  High capacity (Congestion is a recurring problem in emergency scenarios)  Quality of Service ( Good speech quality a vital requirement)  Security  Advanced voice communication features  Wideband and broadband Features  Interconnected to other networks

Tetra WC_20 Nov. 200213 Radio communications requirements in disaster relief 3 (5) Need for standardization and coordination twofold  Internationally; to smooth the cross-border co-operation in emergency management  Nationally; to enable better co-operation and synergy between different authorities in crisis situations

Tetra WC_20 Nov. 200214 How does TETRA meet these requirements? 4 (5)  Better group communications support than ever before  Direct Mode communication between radios  Packet data and fast data transfer services  Over-the-air programming of radios  Frequency economy  Fast call set-up time  Security features  Encryption ISI Open interfaces: DMO AIR IF PEI

Tetra WC_20 Nov. 200215 Towards TETRA Release 2 (User requirements based)  Enhancement areas in the work programme:  An increase in data throughput  Additional voice codecs for enhanced voice quality and interworking with GSM and UMTS/3G  Air Interface enhancements  Range extension for ‘ground to air’, ‘rural telephony’, and possible ‘maritime’ use, etc.  Evolution of TETRA SIM towards the USIM platform How does TETRA meet these requirements? 5 (5)

Tetra WC_20 Nov. 200216 Regulatory issues in disaster relief communications 1 (2)  Spectrum requirements  Scarce resource  Becoming highly valued & highly priced commodity  Essential to disaster relief communications  Actions  Quantify technical parameters for spectrum  Forecast spectrum needs through 2010’s  Harmonisation of spectrum

Tetra WC_20 Nov. 200217 Regulatory issues in disaster relief communications 2 (2)  EU countries  Heavy lobbying on Regulators (Nordic countries, France, Spain) and trials (Sweden, Norway)  Romania, Russia, Uzbekistan, Bashkortostan  CDMA networks installed in the 450MHz band  TETRA community has a role to play Defend your spectrum!

Tetra WC_20 Nov. 200218 August 2002: Floods in Eastern Germany Communications capacity shortfalls, in particular mobile two-way radios A TETRA digital two-way radio system installed in the disaster area within two days Additional radio capacity connected to the Berlin police force's TETRA system; this allowed to communicate within the flooded region and beyond Experiences of TETRA users in emergency scenarios

Tetra WC_20 Nov. 200219 The new dimension of terrorism 1(2)

Tetra WC_20 Nov. 200220 Terrorism not only national/local but global Communications systems should be global as well Terrorism today differentiate for the amount of resources available Public safety should have the most advanced intrinsic security system (cannot accept being “hacked”) Furthermore Lawful Interception should give governments an advantage Terrorism not only fought by police forces but also by military The new dimension of terrorism 2(2)

Tetra WC_20 Nov. 200221 NATO using  NC3A, NL  SHAPE, BE  Poland  Strong Resolve  Baumholder, GE  Banja Luka, BiH

Tetra WC_20 Nov. 200222 Conclusions  TETRA is the only PMR/PAMR standard supported by ETSI  TETRA is one of ETSI’s « best-sellers » not only in Europe…  In Latin America the Commission @LIS project gives further opportunities for TETRA  TETRA release 1 remains the basis for further development in the field of disaster relief  User Requirement Specifications for TETRA Release 2 standards fully published by ETSI

Tetra WC_20 Nov. 200223 The basic role of TETRA standards in Emergency Telecommunication guarantees benefits of ETSI Standards in terms of longevity for manufacturers and users alike ETSI is committed to give its best support to TETRA

Tetra WC_20 Nov. 200224 THE FUTURE IS BUILT THROUGH PARTNERSHIP! Thank you!
