FLIGHT SCHEDULE MONITOR (FSM) 55116 Spring 2005 FSM Version 8.0 LESSON 9 ISSUING A GROUND STOP

LESSON OBJECTIVES IAW the ETMS Reference Manual and without references, you will demonstrate: Setting the parameters of a GS. Sending the Coversheet/Advisory. Expanding the Scope of a GS. Reducing the Scope of a standalone GS. Reducing the Scope of a GS within a GDP Moving from a GS into a GDP.

1. Ensure the appropriate airport is active. 2. Go to GDT mode. 1. Ensure the appropriate airport is active. Steps: Go to GDT mode You enter the parameters for TMI events in the GDT Setup window. To open this window: Select a timeline or bar graph window for the appropriate airport. Click the GDT Setup button on the Control Panel. Notes: This is done instead of going through the File menu. The GDT Setup button will turn dark gray if it has been properly selected.

Select either GS Immediate or GS Future Steps: To Issue a GS Select GS Immediate or GS Future in the Program Type dropdown on the GDT Setup window. (selected GS Future) Set the End time to one hour from the Data Time Set the AAR. GS Immediate – GS Immediate issues the program immediately and you should use Exempt By Departure Status during this program type. When you select GS Immediate, FSM sets the Start Time to the Data Time minus 10 minutes. The start time defaults to the Data Time – 10 minutes to capture flights that are in Time Out Delay. GS Future – Use this Program Type to issue a GS for a specific time in the future. You should use Exempt By Departure Time during this program type. Note: Ground stop durations are typically for 1 hour.

Set the Start time by using the textbox or the pointer. Steps: To Issue a GS Select GS Immediate or GS Future in the Program Type dropdown on the GDT Setup window. (selected GS Future) Set the Start and End time as needed. (Ground Stops should have a durations of approximately 1 hour) For Immediate GS, FSM automatically sets the Start time for 10 minutes before the Data Time. The lock option locks the duration of the GS. If you change either the end time or start time, the other changes to keep the duration constant. Set the end time by using the textbox, pointer or by filling in the duration.

1. Adjust the rate on the AAR tab. 2. Enter the program rate. 3. Click Auto. 4. Click Fill. 5. Review the rate adjustments. AAR is not required for issuing a GS but it is recommended that an AAR be reflected in FSM to display to users the facility rate and to monitor the capacity vs. demand. The steps to adjust the AAR: Click the AAR tab to enter the reduced AAR. Type the program rate into the With textbox. Click the Auto button to fill the From Hr and Through Hr textboxes with the program start and end times. Click the Fill button to change the AAR for the program hours. Review the changes made. Notes: Adjusted rates have a turquoise background. Clicking just the Fill button (instead of Auto and then Fill) changes the rate for every hour for the duration of the GS to the rate typed in the With textbox. To reset the hours to the current rate, click the ADL AAR button. The GA Factor textbox is not available for GSs but allows planning for pop-up traffic for other program types. Entering a number reduces the number of slots for each hour of the program.

1. Select the facilities to be stopped on the Tier/Dist tab. 2. Select the center grouping from the dropdown list or select the appropriate checkboxes. Steps: Set the Scope of the Ground Stop Identify the facilities to be stopped - Go to the Tier/Dist tab. Tier is automatically selected and the Exempt By dropdown is disabled.* Select the group of centers to receive departure delay. List lifeguard or diversion recovery flights that should NOT receive departure delay. Notes: *All GSs are tier-based. Distance-based ground stops are not an option because of the difficulty in coordinating.  Lists and EDCTS times do NOT go to towers, therefore all coordination is done via Telcon. For Exempt by Departure, GS Immediate should be based on Departure Status and GS Future should be based on Time. The Airports section: To include Canadian airports, select the proper keyword from the Include dropdown menu. Instructor note: there is no effective way to coordinate distance based GSs.

Select a Power Run: Use the Power Run operations listed on the Power Run tab in the GDT Setup component as an analysis tool. There are three GS Power Run operations, which analyze the effects/results of any program: GS Center Group GS Time Period GS Center Group & Time Period Use the Power Run function to determine whether you need to modify the parameters. After you click Model, the information in the Data Graph will be displayed using the Power Run operation you selected.

Click Model for FSM to model the ground stop. Click Run to open the GS Coversheet Steps: To Issue a GS Select GS Immediate or GS Future in the Program Type dropdown on the GDT Setup window. (selected GS Future) Set the End time to one hour from the Data Time Set the AAR. Identify the facilities to be stopped - Go to the Tier/Dist tab. Tier is automatically selected and the Exempt By dropdown is disabled. Select the group of centers to receive departure delay. List lifeguard or diversion recovery flights that should NOT receive departure delay. Select the Power Run operation on the Power Run tab. Model and then Run the GS. Send the GS coversheet/advisory out through Autosend. Notes: All GS are tier-based GSs Instructor note: there is no effective way to coordinate distance based GSs. The Airports section: To include Canadian airports, select the proper keyword from the Include dropdown menu.

1. Review the GS parameters 2. Select the General, Tier/Dist and Program Results checkboxes. 3. Fill in the Advisory information and select the Advisory checkbox. Steps: To Send the Program: Review all parameters and Program Results Select the General, Tier/Dist, and Program Results checkboxes Fill in the Advisory section of the Coversheet and select the Advisory checkbox. Select Proposed or Actual for the Advisory and fill in the Respond By time (Proposed Advisories only), Reason, Explanation, Probability of Extension, Comments (if applicable). Click Preview Advisory to view the advisory. A text version of the Advisory appears in a separate window. Close the Preview Advisory window to return to the Coversheet Click Send to send the Ground Stop and Advisory to Volpe. The Program Manager window will appear. Notes: If you click Send more than 15 minutes after modeling your program, it is recommended that you close your Coversheet and Reload to get the most recent data from an updated ADL before continuing with the Ground Delay Operation. Reason dropdown options: Weather, Volume, Runway, Equipment, Other Comments is available for sharing additional information related to the program. 4. Click Preview Advisory to review your advisory.

Preview Advisory information. You can preview the Advisory for the GS by clicking on Preview Advisory on the GS coversheet/advisory. A text version of the Advisory appears. You can save this preview as a .txt file or print it for reference later.

6. Click Send. Steps (cont.): To Send the Program: Review all parameters and Program Results Select the General, Tier/Dist,and Program Results checkboxes Fill in the Advisory section of the Coversheet and select the Advisory checkbox. Select Proposed or Actual for the Advisory and fill in the Respond By time (Proposed Advisories only), Reason, Explanation, Probability of Extension, Comments (if applicable). Click Preview Advisory to view the advisory. A text version of the Advisory appears in a separate window. Close the Preview Advisory window to return to the Coversheet Click Send to send the Ground Stop and Advisory to Volpe. The Program Manager window will appear. 6. Click Send.

7. The Program Manager appears 7. The Program Manager appears. When the Program Manager is active, the Coversheet becomes inactive (notice gray overlay). The Program Manager window appears after you click Send on the coversheet/advisory window. The Program Manager performs a list of actions based on the type of GS sent - proposed or actual. Some actions specify the next action to perform sequentially upon completion of the first action. If an action fails, a dialog is displayed asking if further sequential action should be performed or the process stopped. If the Program manager is unable to send parameters or other files successfully, you can send them again be selecting the appropriate option from the Resend menu. You can resend the program, resend the parameters, resend the advisory, or resend both the program and the advisory. Note: An icon appears in front of each action that the Program Manager performs. Unsuccessful actions have a red “X” appearing in front of them Actions in progress have a pulsing purple arrow appearing in front of them Successfully completed actions have a green checkmark appearing in front of them.

Monitoring Ground Stop Flights Get a flight list of ground stopped flights from the Bar Graph. Add the control type to the flight list. Get a complete flight list of ground stopped flights from the Query Manager.

Pulling a Ground Stopped Flight list 1. Open the color legend. Select and deselect the “ALL” checkbox. 2. Select the Ground Stopped checkbox. Then double-click on the yellow flights in the bar graph to open the flight list.

Notice the number of GS flights is 5… one flight departed at the time this list was pulled.

Ground Stopped flight list using the Query Manager. Select the Query Manager button from the FSM Control Panel.

Select the Built_IN filter “AND Ground_Stopped”, then click on the Flight List button. The Set Data Set window appears. Select the appropriate airport and click OK.

The Ground Stopped flight list window appears.

Expanding the Scope of a GS To include more facilities in a Ground Stop, a revision is needed. Steps: To expand the scope of a GS: Temporarily suspend substitutions. 2a Select GS Immediate from the Program Type dropdown menu or 2b Select File > Load Actual Parameters > Ground Stop to load the actual GS settings. 3. Adjust the facilities selected in the Tier/Dist tab. 4. Send the GS parameters and advisory as usual. Notes: Blanket Delay should not be used to make any adjustments to a GS. The GS control type does not send the EDCTs to the field facilities, and the delay adjustment does. This causes questions as to whether a GDP is in place or not.

1. Suspend substitutions. 2. Enter the airport. Notes: Steps: To Suspend Substitutions From the Control Panel, select ETMS Tools > EDCT Commands > EDCT SUB OFF. Enter the three-letter identifier for the airport in the EDCT Sub Off window. Click Send to submit the request to the Hub site. EDCT SUB OFF is the same as Toggle Subs in the legacy C++ version of FSM. 3. Click Send.

Can Flights sub during a GS? Yes, flights can sub in a Ground Stop. Users can sub flights during a ground stop to reorder their flights based on their operational priority. The same number of flights are still stopped. Subbed flights are colored brown in FSM, even for flights that were subbed during a Ground Stop Some Users sub flights in a Ground Stop when there is likely to be a transition from a GS into a GDP.

1. Select Ground Stop Immediate. Steps: To expand the scope of a GS: Select GS Immediate from the Program Type dropdown menu or Select File > Load Actual Parameters > Ground Stop to load the actual GS settings. Adjust the facilities selected in the Tier/Dist tab. Model, Run, and Send the GS parameters and advisory as usual. Notes: Selecting Immediate GS will capture all flights in the original GS.

2. Select File > Load Actual Parameters > Ground Stop to load the current parameters. Steps: To expand the scope of a GS: Select GS Immediate from the Program Type dropdown menu or Select File > Load Actual Parameters > Ground Stop to load the actual GS settings. Adjust the facilities selected in the Tier/Dist tab. Model, Run, and Send the GS parameters and advisory as usual. Note: Loading Actual Parameters automatically fills all the parameters in the Setup Panel. Review the parameters and adjust as needed.

3. Select center grouping from the drop down menu or select the appropriate checkboxes to increase the facilities stopped. Steps: To expand the scope of a GS: Select GS Immediate from the Program Type dropdown menu or Select File > Load Actual Parameters > Ground Stop to load the actual GS settings. Adjust the facilities selected in the Tier/Dist tab. Model, Run, and Send the GS parameters and advisory as usual. Notes: The Tier/Dist tab is used to identify the facilities to ground stop. Select or unselect individual centers if necessary by checking or unchecking the boxes associated with the center. Check that Status is selected in Exempt by Departure dropdown menu. This is always used when issuing an Immediate Ground Stop.

Reducing the Scope of a standalone GS To release some facilities from a Ground Stop, a few steps need to be taken: Purge the current GS using ETMS Tools (using this method will not send an advisory) Issue a new GS without the released facilities included. Include an explanation of the released facilities in the new GS advisory. Releasing some facilities from a GS takes more steps than including more facilities. Steps: To Reduce the Scope of a GS: Select Purge from the Program Type dropdown menu to cancel the current GS. Note: Continue to Purge the current ground stop as usual, but do not send out the cancellation advisory. Select GS Immediate from the Program Type dropdown menu to issue the adjusted GS. Continue to issue GS by filling out all other parameters as usual. In the advisory, make note of the facilities that are no longer ground stopped. Notes: Blanket Delay should not be used to make any adjustments to a GS. The GS control type does not send the EDCTs to the field facilities, and the delay adjustment does. This causes as to whether a GDP is in place or not. Reducing the scope of a GDP is easier…it just requires a revision.

1. Select ETMS Tools > ETMS Commands > EDCT Purge 2. Enter airport ID and Click Send to purge the Ground Stop Releasing some facilities from a GS takes more steps than including more facilities. Steps: To Reduce the Scope of a GS: Select ETMS Tools > ETMS Commands > EDCT Purge from the Control Panel. Enter the airport ID into the EDCT Purge window Click Send Wait for the Purge to reflect in FSM Issue a new Immediate GS Select the reduced scope from the Tier/Dist tab. Click Model to review the Ground Stop and then Run to generate the Coversheet. In the advisory, make note of the facilities that are no longer ground stopped. Notes: Blanket Delay should not be used to make any adjustments to a GS. The GS control type does not send the EDCTs to the field facilities, and the delay adjustment does. This causes as to whether a GDP is in place or not. Reducing the scope of a GDP is easier…it just requires a revision. Note: Only do this when there is a standalone Ground Stop. If there is a GDP in place, no NOT purge the Ground Stop, it will purge the all EDCTs, including GDP flights.

Issuing the Ground Stop with the reduced scope: 1. Select GS Immediate to issue a new Ground Stop. 2. Select the new reduced scope of the Ground Stop. Releasing some facilities from a GS takes more steps than including more facilities. Steps: To Reduce the Scope of a GS: Select ETMS Tools > ETMS Commands > EDCT Purge from the Control Panel. Enter the airport ID into the EDCT Purge window Click Send Wait for the Purge to reflect in FSM Issue a new Immediate GS Select the reduced scope from the Tier/Dist tab. Click Model to review the Ground Stop and then Run to generate the Coversheet. In the advisory, make note of the facilities that are no longer ground stopped.

3. Select Run to generate the GS Coversheet. Steps: To Reduce the Scope of a GS: Select ETMS Tools > ETMS Commands > EDCT Purge from the Control Panel. Enter the airport ID into the EDCT Purge window Click Send Wait for the Purge to reflect in FSM Issue a new Immediate GS Select the reduced scope from the Tier/Dist tab. Click Model to review the Ground Stop and then Run to generate the Coversheet. In the advisory, make note of the facilities that are no longer ground stopped.

4. Select the General, Tier/Dist and Program Results checkboxes. 5. Select Actual and Reason. Include an explanation about the facilities that have been released. Steps: Fill out the Ground Stop Coversheet. Review all parameters and Program Results Select the General, Tier/Dist,and Program Results checkboxes Fill in the Advisory section of the Coversheet and select the Advisory checkbox. Select Proposed or Actual for the Advisory and fill in the Respond By time (Proposed Advisories only), Reason, Explanation, Probability of Extension, Comments (if applicable). In the Comments section, inform Users that who was released from the Ground Stop. (Optional) Click Preview Advisory to view the advisory. A text version of the Advisory appears in a separate window. Close the Preview Advisory window to return to the Coversheet Click Send to send the Ground Stop and Advisory to Volpe. The Program Manager window will appear. 6. Click Send

Reducing the Scope of a GS within a GDP Do not purge the GS – this will purge all EDCT’s; both GS and GDP flights. Send a GDP revision – by STATUS. Wait for the GDP revision to reflect. Model an Immediate GS. Send out the GS

Reducing the Scope of a GS within a GDP: MCO “All” Ground Stop within the GDP Steps: To reduce the scope of a GS within a GDP Turn Subs Off Go to GDT Mode and select File > Load Actual Parameters > Ground Delay Program In the Tier/Dist tab, select Status in the Exempt by Departure dropdown list. Model and Send the GDP and make a note in the advisory what centers are still Ground Stopped. Wait for the GDP revision to reflect in FSM and go back into GDT mode Select GS Immediate from the Program Type dropdown menu In the Tier/Dist tab, select the reduced scope of the Ground Stop Model and then Run to generate the Coversheet/Advisory In the Comments section of the Advisory, inform Users of who was released from the Ground Stop. Make note of the GS cancellation and releasing of flights on EDCTs in the advisory. Notes: Do NOT Purge the Ground Stop, purging the Ground Stop would purge all EDCTs. A GS does not need to be purged when going directly into a GDP. Issuing the GDP acts as a cancellation for the GS. Flights can sub flights during a ground stop to reorder their flights based on their operational priority. The same number of flights are still stopped.

Moving from a GS into a GDP When a Ground Stop is no longer appropriate, a GDP may be implemented to recover from the stop and manage traffic for the next several hours. The current GS does not need to be purged. Issuing the GDP overwrites GS flights. Two key modifications need to be made when issuing the GDP. The parameters for the GDP differ slightly, which the following slides discuss. Steps: To go from a GS into a GDP: Issue a GDP as usual, with two modifications: Turn Subs Off In the Tier/Dist tab, select Status in the Exempt by Departure dropdown list. Make note of the GS cancellation and releasing of flights on EDCTs in the advisory. Notes: A GS does not need to be purged when going directly into a GDP. Issuing the GDP acts as a cancellation for the GS. The departure exemption in the Flights section must be adjusted when going from a GS into a GDP. The GS does not need to be purged. The ground stopped flights will be assigned new EDCTs with the GDP implementation. Note: Flights can sub flights during a ground stop to reorder their flights based on their operational priority. The same number of flights are still stopped.

The “normal” setting – Time – combined with the Exempt GS by Status checkbox selected assigns more departure delay on ground stopped flights since other flights departing within the next 45 minutes are exempt from departure delay. 1.
