Safe Schools Program Campus Orientation 2018-2019 August 20, 2018

COMPREHENSIVE SAFE SCHOOL PLAN Texas public schools are required to comply with Texas Education Code 37.108, dealing with preparation of a “Safe School Plan.” Each school shall adopt and implement a multi-hazard emergency operations plan for use in schools. The plan must address mitigation, prevention, preparedness, response, and recovery as defined by the Commissioner in conjunction with the Governor’s Office of Homeland Security.

COMPREHENSIVE SAFE SCHOOL PLAN The plan must provide for: District employee training in response to an emergency; Mandatory school emergency drills exercised to prepare district students, employees and visitors for responding to a crisis incident Board Policy CKC (Local); DCMRT, YISD Incident Commander and YISD Public Information Officer will provide coordination with local first responders during an actual event or incident.; and The implementation of a multi-year security audit.

Safe Schools Plan Four Phases of a Unified Emergency Operations Plan Mitigation & Prevention Preparedness Response Recovery

SAFE SCHOOL PLAN PHASES Mitigation and Prevention Focused on known hazards; Known hazards should be reviewed at the beginning of each semester by the campus safety team; The Emergency Operations Plan (EOP) must be revised once each semester (September and January) to reflect the mitigation and prevention changes; and DCMRT, YISD Incident Commander and YISD Public Information Officer will provide coordination with local first responders during an actual event or incident.

SAFE SCHOOL PLAN PHASES Preparedness Focused on practical responses to known threats; The Standard Response Protocol defines four response types include Evacuation (Fire Drill), Lockout, Lockdown and Shelter-in-Place; Coordinate drills with the Security Department and the YISD Safety Officer to ensure appropriate response behavior; and Participate in quarterly district-level Safe School Meetings.

SAFE SCHOOL PLAN PHASES Response Focused on a prepared response (muscle memory) to an active threat; YISD Incident Commander, YISD Security Officer, YISD Safety Officer and YISD Public Information Officer will coordinate with local first responders during an incident; Initiate the Avoid, Deny and Defend Protocol during an active shooter or other mass casualty incident.

SAFE SCHOOL PLAN PHASES Recovery Focused on recovering from an incident and returning to normal operations; Recovery efforts will be led by YISD Incident Commander, DCMRT and District Departments; and Maintaining critical information backup and procedures to ensure both short-term and long-term function of District and Campus services.

The SRP is action based and demands a specific vocabulary; “Lockout” followed by “Get inside. Lock outside doors.” - The term Lockout is repeated three times. - For Elementary classrooms, use a visual by thrusting your hands out from the body with palms facing out. Lockout recovers all students and staff from the outside to the inside (Reverse Evacuation). Classroom doors remain locked.

Lights. Out of Sight” - The term Lockdown is repeated three times. - For Elementary classrooms, use a visual by thrusting your hands down with your palms facing toward the floor. Lockdown requires that once the classroom door is closed and locked, it should remain locked until cleared by local first responders or administration.

Avoid Deny Defend was developed at Texas State University’s Advanced Law Enforcement Rapid Response Training (ALERRT). These strategies were developed as a response to increased law enforcement response times during as active shooter incident. Three stages of Response: Denial, Deliberation and Decision The goal is to delay long enough for law enforcement to engage the perpetrator. If confronted, be prepared to defend yourself.

The SRP is action based and demands a specific vocabulary; “Shelter-in-Place” followed by the type of hazard and safety instructions. - The term Shelter-in-Place is repeated three times. - Utilize your Go-Bags to address the various possible hazards. - Attendance is required after the shelter-in-place in lifted.

The SRP is action based and demands a specific vocabulary; “Evacuate” may be followed by location. - The term Evacuate is repeated three times. - Evacuation assembly points should be predetermined. - Attendance is required after students and staff reach the assembly point. Evacuation may require transportation to a reunification site. Attendance is a critical aspect of reunification.

SRP SAFETY DRILLS SAVE LIVES Practice Prevents Failure… Setting campus and personal goals to improve will save lives; Conducting after-action reviews will improve your performance and safe lives; Documenting drills and respondents behaviors will assist with the after-action review process and save lives; and Seconds during a crisis will save a life!
