4 Baltimore City Public Schools OVERVIEW – PLAN DEVELOPMENT Each school must develop and practice an Emergency Management Plan for fast and appropriate responses to any emergency 4

5 Baltimore City Public Schools OVERVIEW - RESPONSE PROCEDURES  LOCKDOWN – danger is inside  LOCKOUT/ALERT STATUS – danger is outside  EVACUATION – conditions safer outside  SHELTER  Severe Weather (e.g., Tornado)  Drop, Cover and Hold (e.g., Earthquake)  Shelter-in-Place (e.g., HAZMAT situation) 5

8 Baltimore City Public Schools MANDATORY TEAM MEMBERS 1. Incident Commander (Leader)  Building Principal 2. Public Safety Liaison  School Police Officer / Other Qualified Staff 3. Student Accounting Coordinator  School Psychologist / Other Appropriate Staff 4. Facilities Coordinator  Chief Custodian / Other Qualified Staff 5. Triage Coordinator  Nurse/CNA or Staff trained in First Aid and CPR 8

9 Baltimore City Public Schools EMERGENCY MANAGEMENT TEAM - INCIDENT COMMAND (LEADER)  Determines level of emergency  Activates and directs Emergency Management Team  Orders response (Lockdown, Lockout/Alert, Evacuate, or Shelter)  Establishes command post  Debriefs with First Responders 9

10 Baltimore City Public Schools Emergency Management Team – Public Safety Liaison  Reports extent of physical damage to Incident Commander  Prohibits unsafe activity in the building during and after an incident  Documents activities 10

11 Baltimore City Public Schools Emergency Management Team – Student Accounting Coordinator  Ensures all students are accounted for after an emergency  Documents student/staff tally  Oversees student release procedures  Maintains Emergency Release forms 11

12 Baltimore City Public Schools Emergency Management Team – Facilities Coordinator Assists Incident Commander and First Responders in ensuring the building is safe and secured No school staff member should attempt to ensure building safety alone 12

13 Baltimore City Public Schools Emergency Management Team – Triage Coordinator  Ensures that all medical materials are always accessible and evacuation-ready  Establishes triage area for the injured  Makes triage area highly visible  For evacuation, brings the following:  All prescription medications  Trauma Box  First Aid Kit  Wheelchair 13

15 Baltimore City Public Schools YOUR DRILL SCHEDULE Practice drills build proficiency in the use of emergency response procedures.  2 Lockdown  1 Active Shooter  1 Severe Weather (Safe Area in building)  1 Emergency Evacuation (500 ft. assembly)  Select drills may be supervised by School Police  *Fire drills are not included here, as they are determined and executed by the Fire Dept. 15

21 Baltimore City Public Schools STUDENT ACCOUNTING AND RELEASE  Locator Assistants collect attendance from teachers  Student Accounting Coordinator collects attendance from Locator Assistants  Inform Incident Commander. 21 Teachers must carry roll books, grade books, or attendance cards upon exiting the building. STUDENT ACCOUNTING
