WORLD WAR II AND THE INDIAN MOVEMENT After much deliberation the Congress under Nehru informed the government that it would co-operate with the British but on certain conditions.  In October 1940, Gandhi and Nehru, abandoning their original idea of supporting Britain, decided to do a limited civil disobedience campaign.
