CEBU CITY TOURISM COMMISSION The Cebu City Tourism Commission is directly under the Mayor of Cebu City and chaired by the Vice-Mayor. The members represent a cross-section of the tourism-related groups. The Commission aims to help the City of Cebu enhance and develop further the human and material resources of Cebu and contribute to make it one of the leading tourist destinations.

LEGAL FOUNDATIONS/MISSION The Cebu City Tourism Commission was created in the Ordinance No. 1068 to act as the implementing arm of the city government on the achievement of policies and programs on the development, promotion and supervision of tourism in the city. In connection to this, the Cebu City Tourism Commission also holds the responsibility to promote the development of areas with potential tourism value or otherwise known as “tourist zones.”

SPECIFIC FUNCTIONS & POWERS: (Ordinance 1068) To undertake studies on natural tourism resources and potentialities of the City of Cebu; To formulate a tourism development plan for the City of Cebu in collaboration with the Department of Tourism and the Philippine Tourism Authority; To coordinate with the Department of Tourism in the development of infrastructure requirements supporting a tourist zone; In coordination with the City Planning Board and Department of Planning and Development as well as other appropriate agencies, to formulate and implement zoning regulations within a tourist zone;

SPECIFIC FUNCTIONS & POWERS: (Ordinance 1068) In coordination with the Department of Tourism, to arrange for the preservation and/or restoration of city monuments, historical landmarks and other tourist attractions; To recommend to the City Mayor to engage or retain and pay for the services of any professional or technical assistance from the private or government sector; To undertake fund raising campaigns such as cultural and benefit shows, etc. and to accept donations from any and all sources for city tourism development; To implement CCTC’s licensing and regulatory functions; and To do any and all acts necessary, convenient or expedient to carry out the purposed for which the commission is created and which are not violative to any law.

CCTF Mission The Cebu City Tourism Commission has initiated the creation of the Cebu City Tourism Foundation Inc., which is duly registered at the Securities and Exchange Commission under registration no. C200200590, dated May 2, 2002.

Vision A responsive and effective body in showcasing Cebu City as a tourist destination through dynamic, innovative and relevant programs.

CCTF Purpose/Objectives To assist in any manner provided by law, all tourism-related government agencies, and/or private organizations, associations, or corporations in the development, preservation, and restoration of city monuments, museum, historical land marks, religious shrines, parks and playgrounds, tourist attractions, and other areas with potential tourism value located in the City of Cebu. That the corporation shall have all the express powers of the corporation as provided for under Section 36 of the Corporation Code of the Philippines.

In Asia, Malaysia leads the region with around 18 million visitors yearly followed by Hong Kong. The Philippines trails behind with only 3 million arrivals in 2008.

Pasiyo Sa Kabilin Program Rationale: A 2001 study commissioned by the Dept. of Tourism points to Cebu as the most competitive destination in the country- comparable to Phuket, Thailand and Bali, Indonesia. The potential to spur tourism in the country and become a “powerhouse” is strong if we make it work. In the 1980s, Cebu made its mark by positioning itself as “an island in the Pacific” banking on its fine white sand beaches in Mactan Island complemented by a cluster of attractions and activities in Cebu City, less than an hour away.

What’s New . . . Pasiyo Sa Kabilin Program Rationale: But, after more than 2 decades, other destinations in the Philippines have emerged with strong offerings rivaling Cebu. It has become clear, therefore, that Cebu must reposition itself with a brand differentiation that no other destination can claim. Aside from its fine beaches and a city that boasts of shopping, entertainment, recreation, urban services and other amenities, Cebu has a unique heritage.

What’s New . . . Pasiyo Sa Kabilin Program Rationale: In 1521, the island of Sugbu played a pivotal role in the voyage of Ferdinand Magellan. It was part of the historic first circumnavigation of the world with the arrival of the three Spanish ships seeking provisions in the trading port of Sugbu. Vestiges of our colonial past in the old districts of the city are a veritable treasure trove that we have not fully explored as a tourism attraction. If packaged as a heritage tour. We can strengthen a new brand positioning of Cebu Island as a Resort and Heritage Destination.

Pasiyo Sa Kabilin Program Rationale: Pasiyo Sa Kabilin is a standardized tourism product with customized options designed to promote our heritage sites within the Spanish colonial settlement and Parian, the district assigned to Chinese settlers which eventually rose to become the residential enclave of the wealthiest merchants and traders. The tour is available to individual tourists, tour operators, special interest groups, convention organizers, and others through the CCTC foundation office. With focus on Heritage, this project shall provide a much needed boost to strengthen Cebu’s tourism industry albeit, limited in scope, and does not pretend to be the answer to all the issues that must be addressed to keep Cebu ahead of competitors.

Cebu City Heritage Walk Pasiyo sa Kabilin Cebu City Heritage Walk ITINERARY 2:00 PM - Start of the Pasiyo at Fort San Pedro (30 mins.) You will be given Welcome lei, hat, fan, bottled water, wet wipes, guide map for additional information and reference of the tour and a ticket strip with detachable stubs. There will be four pillars supporting the project that will be billed “Garbo sa Kabilin”:

Program for Tour Guide Excellence What’s New . . . Program for Tour Guide Excellence Tour guides are front liners and influence the experience of tourists. Involves continuous training to improve knowledge and presentation skills Incentive program to recognize the top three heritage tour guides annually. This will provide motivation for tour guides to have a sense of pride in Cebu’s heritage and in their profession who otherwise promote the more commercial if not the seedier aspects of tourism. This can be a co-sponsored project with CCTC, DOT, CATO and CATG.

Awareness and Educational Program What’s New . . . Awareness and Educational Program Identify schools within the are of historical sites that will participate in a series of activities designed to inform, enlighten, inspire and motivate school children that will make them stakeholders in the preservation, protection and promotion of our heritage sites. CCTC can link up with the schools, PDI /CDN with their reading program, VAMGI for participating museums and theater /multi-media personalities for story telling activities.

Grassroots Barangay Program What’s New . . . Grassroots Barangay Program Organize vendors and qualified residents under the leadership of each barangay LGU. Together with CCCI, the project will identify tourism-related livelihood projects and enlist handicraft manufacturers for training and resources. The barangays would be tasked to secure and protect heritage sites in each locality with the involvement of barangay neighborhoods.

What’s New . . . Legacy Program CCCI, the Arts Council, Taytayan sa Parian, Downtown Revitalization Group, Hapsay Sugbu, Parks and Playgrounds Commission, CHAC and CCTC will form a powerful alliance to champion legislation of city ordinances that will: Define rules and guidelines in the preservation of heritage structures, the architectural nature of buildings and infrastructure to be built Routing of traffic in heritage sites, and other relevant issues. This will be hand in hand with a drive to raise support through an annual adoption of a heritage site program among corporate and entrepreneurial entities.
