The Congress of Vienna Meets! What does it look like these people are doing?

After Napoleon’s rule in France, Europe looked like this:

Napoleon was finally defeated in the Battle of Waterloo in 1815 and sent to live in exile. Now, European leaders had a few problems on their hands… This stinks…

In 1814, leaders from European countries met in Vienna to devise a peace settlement. The main goal of the meeting was to restore order and stability in Europe. Look at all these people… how would you describe them?

European leaders wanted to go BACK to how the way things were before 1789. (What happened in 1789?) Balance of power (all countries have equal power) A new map of Europe so that France couldn’t control other areas Congress of Vienna would hopefully solve these problems Kings restored absolute monarchs

The set of beliefs that guided decisions at the Congress of Vienna was called conservatism. This means that people wanted to keep things the way they were.
