Support for the REFIT actions for the ELD Task 3: Training and Capacity Building on ELD implementation 4 and 5 October 2017 www. Milieu.be www.bilbomatica.es

Outline Objectives Existing training initiatives: EU and national Process for the review – the survey Options for future training Conclusions Next Steps www. Milieu.be www.bilbomatica.es

Objectives Objectives of the project responding to the issues raised by the Evaluation Study on the implementation of the ELD addressing the following three barriers to the full implementation of the ELD and to reaching its objectives: Insufficient evidence base for evaluation - there is a need for a register; Lack of clarity regarding key concepts; Lack of knowledge on the ELD at national level. Task 1, Task 2 and Task 3 of the project respond to these three barriers www. Milieu.be www.bilbomatica.es

Objectives Objectives of Task 3 To review existing ELD trainings, To identify future training needs and To develop a concept for future and more effective ELD training and capacity building. www. Milieu.be www.bilbomatica.es

Process The report on training and capacity building has been developed through: Desk Research Development of questionnaire Testing the questionnaire with ELD Government Experts Involving stakeholders – on line Survey www. Milieu.be www.bilbomatica.es

Process On line survey: 27 answers from 14 countries BE and UK (4); IT (3); FL, PL, SK, ES (2) and 1 from HR, FR, DE, IE, MT, NL, PT, RO. www. Milieu.be www.bilbomatica.es

Existing training initiatives: EU Existing training material The current ELD Training Material is available in three versions for: a half-day face to face workshop, a one-day face to face workshop, a two-days face to face workshop. Training handbook for ELD trainers, with slides in pdf form. Developed after long process of consultation (stakeholders, Member States and Commission) and expert involvement www. Milieu.be www.bilbomatica.es

Existing training initiatives: EU Evaluation ELD community Stakeholders and NGOs Trainers with experience on technical and legal/administrative issues Lack of common understanding on key legal concepts Case studies; training tailored to domestic implementation Translation of the material General positive evaluations: 64% of participants and 74 of ELD GEG www. Milieu.be www.bilbomatica.es

Existing Capacity building initiatives: Member States Existing initiatives Guidelines, ELD information in website or IT tools, publicly available database, workshops and trainings. Examples are found in: Guidelines: DK, IT, FL, NL, PT, SK, ES, UK (disappeared from web) Website/IT tool: EL, EIRE, SK Public database/register of cases: EE, FR, LV, PL, PT Workshops/information events: AT, FR Any other initiatives ? www. Milieu.be www.bilbomatica.es

11 Options for capacity building Face to face training Webinars Trainer of trainers Joint EU/national trainings Peer to peer training ELD wiki Helpdesk Existing networks IT tools, Newsletters Blended tool www. Milieu.be www.bilbomatica.es

Stakeholders views on capacity building concepts www. Milieu.be www.bilbomatica.es

11 Options for capacity building Concept   Benefits Risks Estimate of costs (1 –cheapest; 5 - most expensive) Stakeholder opinions (1 – not favourable; 5 very favourable) Environmental damage risk and evaluation IT tools Quantification of (imminent) environmental damage Margin of error Lack of use by practitioners 5* 4.22 Face to face training Enhance understanding of ELD through doing practical cases Use of existing EU DG Env. Materials (as to be adapted by trainers according to needs and traget groups) Complex to organize (dependent or target group, duration, number of trainers needed) 3* 4.10 Helpdesk Direct responses to specific questions/problems by knowledgeable persons Ensuring coherent application of ELD across EU Uncertainty concerning the frequency of use 2 3.82 www. Milieu.be www.bilbomatica.es

11 Options for capacity building Concept   Benefits Risks Estimate of costs (1 –cheapest; 5 - most expensive) Stakeholder opinions (1 – not favourable; 5 very favourable) Blended tool – E -tool One access point to information Available in different languages Facilitating communication between different ELD stakeholders and practitioners Lack of technical knowledge of the users Lack of use by practitioners 5* 3.78 Reliance on existing networks Proven effective tool to disseminate the information Communication channels already established None identified 1 3.75 ELDWiki Set up and maintenance 3.68 Joint EU and MS trainings Enhance learning through doing case studies Control over the delivery of training (quality assurance) – all the same as in face to face! Exchange of national stakeholders with colleagues from EU Commission (1st hand advice) Host needed Interpretation Limited number of participants with concrete knowledge Audience with different needs and familiarity 4* 3.66 www. Milieu.be www.bilbomatica.es

11 Options for capacity building Concept   Benefits Risks Estimate of costs (1 –cheapest; 5 - most expensive) Stakeholder opinions (1 – not favourable; 5 very favourable) Webinars Reduce costs Easy to organise Reliance on the (updated) existing material Limitations on practical use of the teaching Lack of technical knowledge of the users 1 3.45 ToT Building up a wider pool of ELD experts in EU Enable Member States to implement national ELD events with “their” experts Lack of appropriate trainers Lack of quality control over the delivery of training Trainees may not become qualified ELD trainers in just one ToT Trainees are not available for duration of event which must be no less than 5 days 3* 3.41 Newsletter Easy to disseminate Informative Not used by practitioners Not sufficiently specific 2 3.17 Peer 2 Peer training Direct exchange of experience between practitioners High practical learning effect given small number of participants Limited number of participants Lack of control over the delivery of training (quality assurance) www. Milieu.be www.bilbomatica.es

Conclusions Conclusions Lack of data on costs Training should be tailored to training needs & participants Updated slide packs National experts Differences in knowledge between CA and operators or NGOs should be taken into account while joint trainings are good for networking Adaptable material Existing material should be used to develop new one, merging EU and national sources Pdf format limits adaptation to the needs of the audience and does not allow for merging with national material New adaptable material should include legal aspects www. Milieu.be

Conclusions Conclusions Case-studies training sessions Promote discussions amongst participants Important missing element up to now The role of the EU ELD Register/cases database Benefiting from existing ELD Training material Adapting material which was focused on transposition of ELD Development of case studies Harmonised interpretation of terms and concepts www. Milieu.be

Project Next Steps Final development of prototype Comments up to 10 October Final Report on Task 2: Common Understanding Document of key concepts & terms Final Report on Task 3: Training and Capacity building Final Draft Report www. Milieu.be www.bilbomatica.es
