Eurostat – Unit E2 Annamaria Szirony Annamaria.szirony@ec.europa.eu Environmental protection expenditure – Data production and dissemination (point 2.1 of the agenda) Eurostat – Unit E2 Annamaria Szirony Annamaria.szirony@ec.europa.eu Working Group on Environmental Expenditure Statistics Luxembourg, 10-11 March 2015

Overview JQ 2013: Data validation and dissemination JQ 2014: Collection, validation and dissemination of data Future plans

JQ 2013: Data validation March-June 2014 – data set validated, gap-filled and disseminated Several countries significantly improved timeliness and coverage of their data – required less gap-filling estimates Two countries (IT and CY) that previously delivered data did not participate in the JQ 2013 data collection exercise – resulted in higher share of estimates for last reporting years

JQ 2013: Data dissemination June 2014: detailed data from the JQ 2013 and EU totals were uploaded on Eurobase Indicators on environmental protection expenditure were updated accordingly July 2014: Statistics explained article on EPE was updated February 2015: Pocketbook 'Energy, transport and environment indicators — 2014 edition' published

JQ 2014: Collection and validation of data Data collection launched in September 2014; transmission deadline 17 December 2014 Replies from 23 countries, of which 20 Member States 5 countries that previously delivered JQ data sets (AT, DE, HU, IT, NL) did not participate in the data collection exercise Several countries improved the coverage of their data About half of the countries could not deliver data for the last reporting year at least for one sector – the share of estimates still high for last years Data validation and gap-filling ended on 6 March

JQ 2014: Collection and validation of data

JQ 2014: Dissemination of data 9 March 2015: detailed data from the JQ 2013 and EU totals were uploaded on Eurobase http://appsso.eurostat.ec.europa.eu/nui/show.do?dataset=env_ac_exp1r2&lang=en 9 March: indicators on environmental protection expenditure were updated accordingly http://appsso.eurostat.ec.europa.eu/nui/show.do?dataset=env_ac_exp2&lang=en http://appsso.eurostat.ec.europa.eu/nui/show.do?dataset=env_ac_exp3&lang=en March 2015: Statistics explained article on EPE will be updated http://ec.europa.eu/eurostat/statistics- explained/index.php/Environmental_protection_expenditure#

Total EPE for EU28, million EUR

Future plans Environmental protection expenditure data collection 2015 Since the March 2014 WG meeting, Eurostat has prepared a revised version of EPEA questionnaire to be used for data reporting Eurostat proposes to use EPEA questionnaire for 2015 data collection The questionnaire will be prefilled for years 2006-2013 either with data from Eurostat's database or with EPEA time series received via grant project reports (whenever available) In agreement with OECD, 2015 data collection will be launched in September 2015 with a reporting deadline in December 2015

Conclusions The move from biannual to annual data collection has resulted in better data quality and improved timeliness of the data Data coverage and timeliness has improved. However, the data set is still incomplete and there are a few Member States which do not report EPE data at all In order to be prepared for the mandatory EPEA reporting under Regulation 691/2011 starting from 2017 it is important to use the EPEA questionnaires from this year onwards

The Working Group is kindly asked to: Take note of the progress made in the JQ 2014 data collection For the countries which could not deliver data for the last years: could you advance the production of these figures? Support the changeover from JQ-EPER to EPEA questionnaire from 2015 data collection
