2. 2012 UOE Quality Reports: Background
The framework is specified in annex II of the Commission Regulation 88/2011 for ETS.
Mandatory for the first time in 2012.
Deadline set to 31 of March Onwards it will be the 31 of January every year.
Proposal on template treated in ETS WG 2011
At the same meeting the IT tool , NRME- National Reference Metadata Editor, was presented.

Test of content and NRME between 2011 and by 4 States – Bulgaria, France, Netherlands and UK.
The testing countries not happy overall with technical performance of NRME.
Because of technical problems the first mandatory submission in Excel template.
Meanwhile, using the feedback of the testing countries, Eurostat improved NRME.

4. 2012 UOE Quality Reports: State of play
As of 10th April countries have submitted reports. 20 Complete reports, 1 partial report.
The countries : BG, ES, FR, IT, CY, LV, LT, HU, NL, AT, PT, RO, FI, SE, IS, LI, NO, CH, HR, TR, SI.
Since then 4 more countries have submitted: DE,PL,CZ,SK

5. 2012 UOE Quality Reports: State of play (cont.)
The submitted reports are currently being validated by Eurostat. States will get/ have gotten feedback.
In general good reports. An observation is that countries, in describing variables, refer to concrete tables in the UOE questionnaires.
After feedback and adjustments the reports will be uploaded in NRME and countries will have access to their report for editing.

On the basis of submitted reports a number of adjustments of the template have been done by Eurostat:
'2. Introduction'. Attachment of part of metadata of language questionnaire in NRME.
'5.3.1 Coverage error'. Removal of meaningless question on Vocational training.
'6.1 Timeliness'. Modifications of instructions and table.

'10 Cost & burden'. Modifications of instructions.
'12.1 Source data'. Removal of column "Date when the information is made available to the UOE data provider due to redundancy.

Countries should submit report
Obtain access to NRME for editing and validation of report.
Next year submission 31 of January
Directly in NRME
2014 reports should include ISCED-mappings
