INSPIRE Implementation Austria National Water Sector – State of play

Data producer & data provider Public authorities at regional or national level Agreement between federal government (BMLFUW) and regional public authorities (Länder) For data produced at regional level and provided to national bodies to fulfill national water management issues (e.g. RBMP), federal bodies assume the INSPIRE obligation This includes Monitoring sites (surface water, groundwater, bathing water) Water bodies (groundwater, surface water) Drinking water protected sites River Network Urban wastewater treatment plants

Data producer & data provider National public authorities Water management databases (WISA) Regional public authorities BMLFUW UBA Other (AGES, GBA, …) Länder National INSPIRE Geoportal INSPIRE Services

INSPIRE Geoportal Metadata: http://geometadatensuche.ins pire.gv.at/metadatensuche/srv /de/search.simple.do Naional water data: View Service Umweltbundesamt Wasser http://gis.lebensministerium.at/wm sgw/?key=ab3873de4bbbd7a0c11c 749b9872ec3c&service=wms&versi on=1.3.0&request=GetCapabilities Download Service Umweltbundesamt Wasser http://gis.bmlfuw.gv.at/wmsgw- ds/?alias=415a8c6a-9458- 4&request=GetServiceFeed

INSPIRE download service: Umweltbundesamt Water Annex I: Hydrography (HY): river network, lakes, catchment areas Annex III: Utility and government services (US): urban wastewater treatment plants (2014, 2016) Environmental monitoring facilities (EF): water quality monitoring sites (rivers, lakes, groundwater, isotopes) Area management/restriction/regulation zones and reporting units (AM): water bodies, RBD & sub units, drinking water protected sites, … (2009, 2013) Natural risk zones (NZ): flood hazard areas and risk zones (HQ30, 100, 300) Bio-geographical regions (BR): bioregions, ökoregions

Roadmap INSPIRE data harmonisation Status now Data not harmonised Format: shape file, ESRI GDB (river network) NZ: hazard area, risk area, exposed elements, observed events BR: river typology, bioregions, … AM:WFD data (waterbodies, RBD, etc.) EF: monitoring sites HY: river nework, dams & weirs US: waste water treatment plants INSPIRE Annex I Interoperability: Nov. 2017 INSPIRE Annex II & III Interoperability Oct. 2020 NZ: APSFR, PFRA 2017 2018 2019 2020 2021 UWWTD reporting FD PFRA reporting FD FHM, FRM; UWWTD, Nitrate D

eReporting & INSPIRE First attempt to link INSPIRE to reporting in the water sector: WFD reporting 2016 Relevant data specifications: AM, EF, HY Definition of INSPIRE attributes according to reporting needs Link of „business“ data to spatial data: AM concept - thematic ID Mixing of concepts of different INSPIRE data specifications >> problematic e.g. concept of INSPIRE „statistical unit“ evolutionType and predecessor/succesor included into the AM schema Use of GML INSPIRE data model „flatened“ WFD 2016 spatial data schemas not fit for INSPIRE now

eReporting & INSPIRE EU wide coordination concept needed Definition of INSPIRE attributes according to reporting needs How to link spatial data to „business“ data Use of the INSPIRE thematicId concept Concept need to be included in other INSPIRE data specifications Extensions of INSPIRE data models to be fit for eReporting Only if necessary and agreed also with INSPIRE community; e.g. „Link- ID“ - thematicId, codelists Consieration of: what needs to be reported with spatial data – what can be reported with XML
