Development of these Implementing Rules follow a three-step approach:
Development of conceptual framework and specification methodology (by Data Specification Drafting Team)
Development of data specifications for each spatial data theme (by different Thematic Working Groups) based on
INSPIRE conceptual framework
Common Specification Development Methodology
INSPIRE roadmap
Preparation of the Implementing Rules based on data specifications (by the Commission)

Eight Thematic Working Groups (TWG), one for each Theme, except Reference systems & geographic grids both in one TWG
With Experts from Spatial Data Interest Communities (public or private Institutions, umbrella organisations, projects, technical networks) and Legal Mandate Organisations

Reference Material from stakeholders,
Relevant use cases
supported by the registers currently developed
Cross-themes harmonisation during the development process

14. Guidelines vs. Implementing Rule
Reflects what is necessary to be achieved taking into account cost-benefit considerations
Text of legal relevance and technical provisions expressed in natural language (when notation is necessary, it will be explained)
Includes mandatory elements of the specifications
Implementation is mandatory within the period specified in the Directive
2011 for newly collected or restructured Annex I data
2016 for other Annex I data
Guidelines
Each data specification developed by a TWG will be published as a guideline
Technical documents
Describe full set of provisions necessary for system interoperability within INSPIRE
Contain requirements and recommendations (mandatory and optional elements), explanations and examples
Basis for the IR on Interoperability of Spatial Data Sets and Services
Full implementation not mandatory
May contribute to further coherent development from Stakeholders of the Member States

15. Implementing Rule
Only one Implementing Rule for all spatial data Themes
Current focus only on spatial data
Spatial data services will be addressed at a later stage
Besides of the generic part, the theme related provisions will be included in separate annexes
