Infrastructure for Spatial Information in the European Community - INSPIRE and WISE Relationships (Overview) Darja Lihteneger & Bo N. Jacobsen, EEA (based also on some presentations published by the EC, JRC at different events)

2 INSPIRE Directive INSPIRE (Directive 2007/2/EC) lays down general rules to establish an infrastructure for spatial information in Europe: for the purposes of Community environmental policies and policies or activities which may have an impact on the environment. INSPIRE to be based on the infrastructures for spatial information established and operated by the Member States (MS) INSPIRE does not require collection of new spatial data INSPIRE does not affect existing Intellectual Property Rights INSPIRE is a Framework Directive: Detailed technical provisions for the issues above will be laid down in Implementing Rules Entry into force 15 May 2007 INSPIRE Directive and Implementing Rules, once adopted, are binding for the MS

INSPIRE Annex I: Specific spatial data theme “Hydrography” is defined Hydrography is included in the IR on Interoperability of spatial data sets and services INSPIRE Guidelines on Hydrography – detailed information important for implementation INSPIRE Annex II and III: Water related topics are found in different spatial data themes, like: Geology, Sea regions, Natural risk zones, … Cross-theme relationships of water related topics are recognised Good cooperation of WISE TG in INSPIRE Annex I development Participation of “Water Communities” in Annex II & III development is established

INSPIRE Annex I: INSPIRE Guidelines on Hydrography Published at: ns/INSPIRE_DataSpecification_HY_v3.0.pdf The thematic scope: is towards providing a solid framework for mapping, reporting and modelling purposes Includes: network of bodies of water and relating structures and objects and the geographic description of water bodies (based on Water Framework Directive) Includes 4 application schemas: Hydro – base Hydro – Physical Waters Hydro – Network Hydro – Reporting

Submitted reference material: 65 reference materials out of this: 14 reference materials covering diverse water topics: WISE-SoE Reporting, Updated WISE GIS guidance, …) Submitted use cases to INSPIRE User Requirements Survey Nominating members to INSPIRE TWGs (INSPIRE Annex II & III Thematic Work Groups (TWG) for data specifications development) – relationship to water topics: TWG for Environmental monitoring facilities: Stefan Jensen; EEA TWG for Natural risk zones: Manuela Pfeiffer; GDI-DE (also in CIS WG F drating group on floods) TWG for Oceanographic geographical features and Sea regions: Hans Mose Jensen; ICES; EEA/ETC-W marine relations Start of INSPIRE Annex II&III data specifications development: 19 TWGs are formed for the development of 24 INSPIRE themes Kick-off Meeting (Web conference): by JRC, Ispra, Italy

16 Approach to develop Interoperability of spatial data sets and services
The development of INSPIRE Implementing rules for data specifications follow a three-step approach (1) Development of conceptual framework and specification methodology – data specification development framework (by Data Specification Drafting Team) (basis for data specifications, interoperability, harmonisation, cross-theme) DS-D 2.3 Definition of Annex Themes and Scope DS-D 2.5 Generic Conceptual Model (GCM) DS-D 2.6 Methodology for Specification Development DS-D 2.7 Guidelines for Encoding (2) Development of data specifications for each spatial data theme (by different Thematic Working Groups) (3) Preparation of the Implementing Rules based on data specifications (by the Commission)

Implementing Rule: Interoperability of spatial data sets and services: Includes common elements to all themes and essential elements of interoperability of each spatial data theme INSPIRE Guidelines (Annex I spatial data themes available) Include: technical details, diagrams and models (UML), illustrations, explanations and recommendations – important in the practical implementation INSPIRE Registry: Glossary and Feature Concept Dictionary Glossary - common terminology related to INSPIRE (Directive, Implementing Rules), geographic information domain, themes’ domain Feature Concept Dictionary: definitions and descriptions of spatial object types (defined also in Implementing Rule and the Guidelines) Consolidated UML (Unified Modeling Language) model: ISO 19136:2007 standard GML (Geography Markup Language) application schemas: INSPIRE Code list register: to be developed

19 INSPIRE Guidelines on Hydrography (Annex I spatial data theme) / 3
Hydro – base: defining common base classes that provide the ability for different views of a real-world feature to share a common name or identifier Hydro – Physical Waters: primarily is for creating base maps relating to hydrography groups of objects like: physical water objects of the hydrological network (watercourses, standing water, wetlands etc.); objects delineating the physical water objects (shore, land-water boundary); areas where the water is collected (River Basin / Drainage Basin); hydrographic points of interest (falls, springs and seeps etc); manmade objects. Hydro – Network: for modelling: additional information (e.g. closed network, certain attributes) is needed that is not necessarily needed for a background map, network model is required Hydro – Reporting (related to WFD): Certain reporting units included: WFDWaterBody > WFDSurfaceWaterBody and WFDGroundWaterBody (with more specialisations)
