Marr Locality Planning Overview Community Councils Forum Gartly Wednesday 14th March 2018

Public Bodies (Joint Working) (Scotland) Act 2014 Why locality planning? Public Bodies (Joint Working) (Scotland) Act 2014 Aberdeenshire – 6 Administrative areas, 20 localities What are the benefits? Bringing people together to plan and redesign services Identify local priorities Bring about change The Public Bodies (Joint Working) (Scotland) Act 2014 requires Health and Social Care Partnerships to define their localities (smaller areas within the borders of the Integration Authority) and how they will lead service planning at this locality level. Administrative areas –South – Marr and Kincardine & Mearns Localities are intended to be central to the process of integration, bringing together service users, carers, and health and care professionals to plan and help redesign services. Creating forums to bring these people together will enable them to play an active role in service design and improvement. As well as to raise awareness of current services, identify local priorities and create a culture where these local relationships can lead to real change. Meetings – Started Locality Group Meetings in August, to be published by April 2018 Confusion – not to be confused with AC Locality Planning Groups.

Planning process Review of public health evidence base –what do we know about the issues in Marr? 2. Review current resources Adult and Older people’s services Primary Care Services Cross sector services Third sector services 3. AHSCP Strategic Plan 4. National Health and Wellbeing Priorities 2. Resources = Adult services (MH, Disabilities), Older Peoples Services (Care Homes, Dementia), Primary Care (GP Services, Comm Hosp), Cross Sector Services (Fire, Day care etc.), Third Sector (First responders, lunch clubs), Finance 3. AHSCP Strategic Plan: The locality plans had to be aligned with to the two strategic themes and 10 priorities in the AHSCP Strategic Plan 4. National Health and Wellbeing Priorities. They also had to be aligned with the Nine National Health and Wellbeing Priorities set by the Scottish Government The linkage with the strategic plan and the national health and wellbeing outcomes will ensure that performance is comparable between areas across Aberdeenshire and variation can be explored.

Identifying priority themes for Marr Five stakeholder workshops between August and December ’17 Local knowledge Ongoing consultation between each workshop session The members of this group used their knowledge of the area to identify the initial priorities for the Locality Plan and each member of the group shared these with their own wider network for comments and feedback. Following every workshop, the outputs were circulated around the wider network. This approach enabled us to ensure that the Locality Plan was developed with ongoing input from the people who are best placed to identify the priorities, objectives and measurable actions against which we can measure our performance and progress.

The priority themes for Marr Partner with people to stay happily and healthily at home longer Equality of access to health and social care services Improve the wellbeing and access to services and support for people with low to medium level mental health issues, in particular teenagers with mental health issues and their parents Improve the wellbeing and access to services and support for people with alcohol issues (especially in rural settings) The plans were focussed upon priority themes which were the outcome of the stakeholder workshops. The priority themes will be in place for three years, as the plans will run from 2018-21

Action Plans – Delivering on Priorities Delivery Action plans have been developed at the stakeholder workshops to detail the specific tasks that will be carried out in order to make progress towards the priority themes in the plan. The action plans will be reviewed and updated after 18 months. The actions have been designed to Specific Measurable Achievable Realistic and Time- Related Locality Managers will form sub groups for the actions to ensure delivery and monitoring

- Engagement with Elected Members and Community Councils Next steps - Draft plans are available online to view until 25 March - Engagement with Elected Members and Community Councils - Final plans will be published following the meeting of the Integrated Joint Board in May Plans are available at: http://www.aberdeenshire.gov.uk/social-care-and-health/health-and-social-care-integration/locality-engagement/ The next AHSCP Strategic Plan for 2019-22 is currently being developed and will be informed by these locality plans and the feedback that comes back during this engagement period
