PLANT PROTECTION AND PHYTOSANITARY QUARANTINE OFFICE Organizes the plant protection activity and phytosanitary quarantine at central and territorial level Ensures the implementation of EU regulations Organizes and coordinates the general and specific surveillance of the territory for certain quarantine pests Organizes, coordinates and controls the implementation of legislation on the import, export, transit, trade and intra-Community movement of plants, plant products and other regulated objects

PLANT PROTECTION PRODUCTS REGISTRATION OFFICE Elaborates and proposes draft of normative acts regarding the regime of plant protection products ; Coordinates the procedure for the registration of plant protection products Ensures post-registration control of the quality of plant protection products through specialized laboratories and control the use of these products through county phytosanitary offices.

REGISTRATION OF PLANT PROTECTION PRODUCTS IN ROMANIA The National Commission for the Approval of Plant Protection Products (NCAPPP) is the authority responsible for the registration of plant protection products. The competent authorities involved in the registration process of plant protection products are: Ministry of Agriculture and Rural Development, through the National Phytosanitary Authority; Ministry of Environment, Water and Forests; Ministry of Health; Academy of Agricultural and Forestry Sciences "Gheorghe Ionescu - Sisesti" .

SUSTAINABLE USE OF PLANT PROTECTION PRODUCTS OFFICE Ensures the development and implementation of the training and certification system for the use of plant protection products; Controls the application and conformation to all legal provisions and technical norms in the field of plant protection products use; Establishes and implements, together with other public institutions and organizations, concrete measures and actions to reduce the risks and effects associated with the use of plant protection products on the environment and on health.

TRADE SUPERVISION AND PLANT PROTECTION PRODUCTS USE OFFICE Participates in the elaboration and implementation of the national monitoring program for the quality of plant protection products; Ensures the quality control of plant protection products for domestic and imported production through authorized laboratories.

NATIONAL PHYTOSANITARY LABORATORY National Phytosanitary Laboratory is a reference laboratory for Romania Main tasks detection and identification of pests and diseases (viruses, bacteria, fungus, insects, mites and nematodes) harmful to plant and plant products; quality control for plant protection product; control of pesticide residues in plants and plant products; technical and scientific advice for implementation of monitoring programs; confirm the result of analyses from regional labs ; training of other laboratories and phytosanitary inspectors .

QUALITY CONTROL OF PLANT PROTECTION PRODUCTS LABORATORY NETWORK 5 laboratories for quality control of plant protection products 1 central National Phytosanitary Laboratory (NPL); 4 regional labs within the Counties Phytosanitary Offices (Arad, Bacau, Olt and Mures). QUALITY CONTROL OF PLANT PROTECTION PRODUCTS Acreditated methods (SR EN ISO/CEI 17025:2005) Determination of active substances : clorsulfuron, procloraz, clorpirifos, boscalid, piraclostrobin, cimoxanil, nicosulfuron, tiofanat-metil, tiuram, tiametoxam, clotianidin, tiacloprid, imidacloprid, glifosat, cipermetrin and deltametrin using HPLC-UV ; Determination of active substances : azoxistrobin, captan, clorotalonil, trifloxistrobin, propamocarb-clorhidrat, propiconazol, ciproconazol, lambda-cihalotrin using GC-FID; pH determination; Determination of wettability ; Determination of persistent foam ; Determining the stability of the solution ; Determining the degree of dissolution and stability of the solution ; Determination of suspensibility.
