2 United States Department of Agriculture Animal and Plant Health Inspection Service Plant Protection and Quarantine PPQ - Overview Plant Protection and Quarantine (PPQ) is a program within the Animal and Plant Health Inspection Service (APHIS). PPQ safeguards agriculture and natural resources from the risks associated with the entry, establishment, or spread of animal and plant pests and noxious weeds to ensure an abundant, high-quality, and varied food supply. Lead federal agency to respond to insects and diseases that have entered the country that might harm agriculture or natural resources.

3 United States Department of Agriculture Animal and Plant Health Inspection Service Plant Protection and Quarantine Areas of Responsibility Imports - regulate the importation of plants and plant products under the authority of the Plant Protection Act. Exports - provide certification of commodities as a service to United States exporters. Permits - importation, transit, domestic movement and environmental release of Organisms that impact plants, and the importation and transit of Plants and Plant Products

4 United States Department of Agriculture Animal and Plant Health Inspection Service Plant Protection and Quarantine Areas of Responsibility Pest Detection - detect harmful or economically significant plant pests and weeds that occur naturally, or are accidentally or intentionally introduced into the United States. Plant Pest Response – cooperatively work in developing and implementing science-based framework designed to provide optimum protection against invasive pests and diseases.

Prevention: - Detection at port of entry (CBP) Pre Clearance Programs Preventative Release Programs 2. Preparedness – PPQ works cooperatively to prepare, build, and sustain operational capacity and capability including early detection, timely diagnostics, and effective control.

Response: - coordinated actions designed to contain, control, or eradicate plant pests and diseases. PPQ uses the Incident Command System (ICS), which provides responding agencies and entities a unified strategy for working together in response to plant health emergencies.

Recovery – develop and implement systems designed to provide long-term stability and protection from the pest or disease that caused the emergency. Recovery includes plant health regulations, eradication, best management practices, and restoration plans.

9 United States Department of Agriculture Animal and Plant Health Inspection Service Plant Protection and Quarantine PPQ’s Emergency and Domestic Programs (EDP) unit provides national leadership and coordination in crop biosecurity and emergency management. As the lead Federal agency for plant health emergencies, PPQ works cooperatively with national and international plant protection organizations; Federal, State, tribal, and local agencies; universities; industries; and private entities in developing and implementing science- based framework designed to provide optimum protection against invasive pests and diseases. The framework consists of four key elements: prevention, preparedness, response, and recovery.
