2. Why Need Conformity Assessment? Indonesia Regulator’s view
To ensure telecommunication network interoperability
To avoid interference among telecommunication equipment
To ensure public safety
The development of telecommunication technology, causes the variety of ICT device/equipment increases. And this phenomenon raises the concern about interference, interoperability, safety, security, and health. That is why we need type approval/ conformity assessment before ICT products enter the market.

3. Requirement to Meet Technical Regulation
“Any telecommunications equipment traded, made, assembled, entered and/or used in Indonesia territory required to comply with technical regulation and based on license in line with prevailing laws and legislation” (Article 32, Act of Republic Indonesia No 36 Year 1999 on Telecommunication)
Referring to the Act of Republic Indonesia No 36 Year 1999 on Telecommunication, Article 32 stipulates that any equipment traded, made, assembled, entered and/or used in Indonesia territory required to comply with technical regulation and based on license in line with prevailing laws and legislation . Thus, under the law, certificate of approval is required for every telecommunication equipment entering Indonesia territory. License here means license to affix certification label on telecommunication equipment.

Testing Laboratory must be accredited in accordance with ISO/IEC in the relevant area of telecommunication and recognized by DA

5. Conformity Assessment
Certification of telecommunication equipment is conducted based on Ministerial Regulation No 29/2008
Post market surveillance is conducted based on Ministerial Regulation No 08/ 2012 concerning Procedure for Post Market Surveillance Implementation
There are 2 scheme of conformity assessment:
Pre market by certification
post market by post market surveillance

There are 2 procedures of certification in Indonesia:
Procedure A is done by audit mechanism. The equipment sample is tested in laboratory according to its technical requirement.
- This procedure is applied for type of equipment that have not been previously certified.

8. Certification
Telecommunication Equipment grouping is carried by Ministry Regulation No 5 Year 2013
Certificate has a term 3 years and may be extended
Any product which has been certified must be labeled
Implementation of e-certificate since February 2013
