JRC Information Day – May 11, 2006, Bucharest 2 NUCLEAR AGENCY SPECIALIZED AUTHORITY OF THE CENTRAL PUBLIC ADMINISTRATION, ACTING AS A LEGAL PERSON, COORDINATED BY THE PRIME MINISTER THROUGH THE AGENCY OF PRIME MINISTER’S CHANCELLOR’S OFFICE MAIN OBJECT OF ACTIVITY – to provide technical assistance to the Government in elaborating politics in the nuclear field as well as to promote and monitor nuclear activities in Romania. NUCLEAR AGENCY prepares, implements and coordinates the completion of the national strategy and politics in the nuclear field, behaves so as to promote and use nuclear power solely for peaceful purposes and monitors the deployment of nuclear activities in Romania.

JRC Information Day – May 11, 2006, Bucharest 3 NUCLEAR AGENCY – MAIN FUNCTIONS Strategy, by which it ensures the elaboration of the National Strategy of Development of Nuclear Field and of the National Nuclear Programme. Coordination, by which it ensures the implementation and coordination of the accomplishment of objectives in the nuclear field. Representation, by which it ensures, on behalf of the Romanian State, the abroad representation, with concern to the nuclear field, with the help of the Ministry for Foreign Affaires. State authority, by which it ensures notification, with respect to nuclear safety requirements, of feasibility studies and of projects in nuclear investments.

JRC Information Day – May 11, 2006, Bucharest 4 NUCLEAR AGENCY – MAIN TASKS Elaboration and monitoring of nuclear politics and National Nuclear Programme; Elaboration and monitoring of the Research & Development politics in the nuclear field; Promotion and monitoring of the activities for the completion of Cernavoda NPP Unit 2, and for the resuming and completion of works at Cernavoda NPP Units 3 and 4, and for other investments in the nuclear field, together with the chief accountant, in order to accomplish the fundamental objective of the National Nuclear Strategy, extending the share of the nuclear power up to 40 % of the total generated electricity; Harmonization of national legislation in the nuclear field with the international and EU requirements; Consolidation of international partnership; Public education with respect to the peaceful use of nuclear energy;

JRC Information Day – May 11, 2006, Bucharest 5 Nuclear Agency – Main Attributions - Coordinates the National Development Strategy elaboration of the Nuclear Field and pursues the implementation of the National Nuclear Plan via Annual Nuclear Programs. - Pursues, via main components, the production of nuclear origin electrical power, nuclear fuel, heavy water and R & D and technological engineering activities afferent to the national technical support and also the technical cooperation specific activities for the nuclear power field. - Elaborates the research – development and innovation politics from the nuclear field and pursues the transposition of this politics into the strategic objectives of the Research- Development and Innovation National Plan. - Initiates and advises nuclear field normative acts and harmonizes the national legislation in it’s field of activity, conforming to the legislation of the European Union and to the international agreements, which Romania is part at. - Approves the strategy concerning the personnel training who is acting in the nuclear field.

JRC Information Day – May 11, 2006, Bucharest 6 Objectives of National Nuclear Plan Fundamental Objective: Increasing nuclear origin electrical energy balance in total production of Romania electrical energy will be achieved: - with assuring of the nuclear security conditions at European and international standards level; - with respect of the sustainable development principles; - in cost price competitive conditions; - and assuring the safe electrical energy supply. New generation of high power nuclear reactors design in the purpose of spent nuclear fuel volume and radioactive waste reduction. Derivative objectives: Assuring and continuous increasing of nuclear security level in accordance with European requests regulations evolution and with international standards related to the nuclear field. - Norms and regulations harmonization concerning nuclear activities control with European promoted regulations both with IAEA – Vienna recommendations.

JRC Information Day – May 11, 2006, Bucharest 8 Spent nuclear fuel and radioactive waste management conformably to the European standards regarding the nuclear field. - Participation to the international programs oriented on repositories location selection and security assessment. Assuring of an extremely low radiological risk for exploitation personnel, public population and environment conformably to the evolution of European requests and regulations and to the international standards related to the nuclear field. - Continuous monitoring of environment radioactivity in those zones where are installations with radiation sources or are developed nuclear activities and also at the level of whole territory. Assuring and continuous increasing of nuclear security level conformably to the European requests and regulations evolution and to the international standards related to the nuclear field. - Harmonization of norms and regulations concerning the nuclear activities control with the European legislation, both according to IAEA recommendations.
