EmployIndy guides the local workforce ecosystem and makes strategic investments to remove barriers to quality employment for underserved and underrepresented residents.

Purpose of RFP 2018-003 Contract with organizations that provide programs and services which respond to the unique needs of Opportunity Youth experiencing significant barriers to education, training, and employment.

Youth Employment System Framework

Eligibility Requirements Out-of-school and not enrolled or attending a secondary or post-secondary school. Not younger than 16 and under 25 years of age at time of enrollment. Male participants 18 years or older must be registered with Selective Service At least one of the named barriers.

Responsibilities Deliver innovative, high-quality, and results-based employment services Funding Compliance Data Collection and Outcomes Quality Assurance Community of Practice Insurance

Contract & Funding WIOA & Philanthropic funds Minimum of $1,500,000 for 12 month period July 1, 2018-June 30, 2019 Option to extend for up to 2 years through June 30, 2021 Provider must be able to deliver services beginning July 1, 2018

Proposal Requirements Must follow the outline and formatting requirements Must include all section and sub-section headings exactly as they appear in the RFP Must include all proposal details within maximum page limits for each section

Required Outline 1. Proposal Cover Sheet, not included in page total 2. Organizational Capability and Qualifications max 4 pages 3. Service Delivery Plan max 12 pages 4. Budget Summary Form, use template 6. Budget Narrative max 3 pages 7. Required Attachments, 4 required attachments

RFP Timeline Activity Deadline Questions received Friday, April 13, no later than 5pm ET Response to questions posted Monday, April 16, no later than 5pm ET Letter of Intent and Executive Summary Thursday, April 19, no later than 5pm ET Technical Engagement Period (if needed) April 23 – 27, 2018, by appointment
