Today we are hosting a Technical Assistance webinar about the Currently and Formerly Incarcerated Students Reentry Grants RFA that was released on December 3rd. My name is Leslie LeBlanc and I am a specialist here at the Chancellors office and my work areas cover this program.

Webinar Overview: Questions about the RFA may be submitted during the course of this webinar Cite the RFA page number and topic when writing questions (if possible) CCCCO staff are prohibited from giving individual guidance to prospective applicants All questions collected during todays webinar including those presented prior to the webinar will be posted to the website on a Frequently Asked Questions document I will be working with the contracts, fiscal and legal departments within the Chancellor’s Office to put together responses to any questions that come in and will post the FAQ on the Currently and Formerly Incarcerated page early next week. After the initial posting, the document will be updated every Friday until the point that questions can no longer be submitted. Per fairness rules, we are not allowed to respond to individual questions, we are simply referring folks to the FAQ document on the website. So, please don’t call me directly with questions because I can’t answer them. Submit your questions via and I will include them in the FAQ

Background: Total funding available is $5 million as appropriated in the budget trailer bill The award amount is $100,000 per grant. All budgets and work plans should be based on this amount Should fewer than 50 awards be granted, additional funds may be augmented to the grantees at a later date

6 Currently and Formerly Incarcerated Students Reentry Program Grants RFA Timeline:
Date Milestone December 3, 2018 RFA Released December 13, 2018 Application Technical Assistance Webinar January 31, 2019 Deadline for Submitting Application February 28, 2019 Proposals Read and Ranked March 15, 2019 Notification of Intent to Award April 1, 2019 Appeal Deadline May 1, 2019 Final Awards Announced May 20, 2019 Board of Governors Approval July 1, 2019 Grants Start Date December 31, 2021 Grants End Date January 31, 2022 Final Expenditure and Narrative Reports Due July 31, 2022 Final Report to the Legislature Due This next slide provides all important dates associated with the Request for Application process The most important date listed is the application Due Date which is Thursday January 31 by 5:00 pm pacific standard time We are assembling a group of folks to read/score the applications A minimum of two to three people will be reading EACH of the applications Notification of intent to award should be made by March 15, 2019.

FUNDING: Funding will go to Community College Districts who have complied with the eligibility and program requirements identified on pages 4-5 of the RFA Up to 50 grants will be funded at $100, each. The Chancellor’s Office reserves the right to make the final selection of projects and to modify project plans, scopes, and budgets Besides the rubric, the Chancellor’s Office will consider geographic distribution of programs and diversity of programs when making final recommendations

Matching Funds: There is a minimum match requirement of $50,000 per grantee for the Currently and Formerly Incarcerated Students Reentry Program grant funds See page 5(b) of The Currently and Formerly Incarcerated Students Reentry Program RFA

9 Currently and Formerly Incarcerated Students Reentry Program Grants
Award and Performance Period: The performance period for selected applicants is 2 years, 6 months from July 1, 2019 through December 31, All performance under this allocation shall be completed by December 31, 2021 The Chancellor’s Office reserves the right to make the final selection of projects and to modify project plans, scopes and budgets. This RFA may be amended and reissued until all funds are allocated Once awarded, the grants will begin July 31, 2019 with an end date of December 31, 2021. These are one time only funds, The Chancellor’s Office has formed a well rounded team of folks to read and score the applications and reserves the right to select Districts/colleges to participate We may need to work with colleges selected to participate, on modifications to work plans, budgets, scopes of work etc.

Eligibility: Only California Community College Districts may apply One application per college will be accepted Applications must achieve a minimum score of 70 within the scoring criteria to be considered for funding See pages 4-5 of the RFA for all eligibility requirements As per the RFA, only one application per college is allowed And applications must reach an overall score of 70 points to be considered for selection

Purpose and Objectives*: The main objectives for the grants are to establish or support programs that focus on the students’ reentry into their communities and can be used for: Formerly incarcerated students enrolled in a community college, or Currently incarcerated students enrolled in face-to-face courses inside a California state prison or jail. *As outlined in the RFA on pages 6 and 7

Criteria Maximum Value Statement of Need 10 Response to the Need 25 Workplan – Activities and Outcomes 35 Program Management Budget 5 Overall Feasibility of the Project Sustainability of the Program Total Possible Application Points 100 The next slide includes the general scoring rubric, indicating the possible points available in each section of the RFA. You can see there are a total of 100 point possible with each section being weighted on importance relative to the overall application score It is worth noting that sustainability is worth a full 10 points

One thing to note, these are the maximum page limits, there is no minimum page limits. Please be concise, more doesn’t always mean better

16 Currently and Formerly Incarcerated Students Reentry Program Grants Application Submission:
Applications should be submitted electronically via in PDF format to: Applications must be received by Thursday, January 31, 2019 by 5:00pm PST (Pacific Standard Time) Only include requested materials in the RFA submission. This is one time only funding There is a required section in the application to address your plan for sustaining the program We would like to be able to go back to the legislature and tell them incredible things about how these funds were used so they will consider subsequent or ongoing allocations

17 Currently and Formerly Incarcerated Students Reentry Program Grants Application Rejection:
The Chancellor’s Office reserves the right to reject any and all applications received. Possible reasons for application rejection include: Application received at the Chancellor’s Office later than 5 p.m. PST on Thursday, January 31, 2019, will be rejected. The application is incomplete or fails to meet the requirements or specifications, will be rejected. Narrative sections exceed limits outlined in the RFA, will be rejected. Failure to provide complete budget information in the format required, will be rejected. The Chancellor’s Office reserves the right to reject any/all applications (though of course we don’t want to) Some reasons for applications to be rejected include Submitted later than 5:00 pm on the 31st Incomplete applications Narrative sections exceed the page limits Incomplete budget information

Q: “Be able to provide or connect students with direct student financial support.” Can we interpret this to mean that grant funds CAN be used as direct financial aid/assistance for formerly incarcerated students? I.e. can it pay for students’ books, meals, stipends, etc.? Can it be used to give grants directly to students?  For example, could a portion of the money be set aside for emergency grants? A: The funds must be clearly tied into meeting a workplan objective which supports the grant’s primary objective. It may not be just a handout nor supplant something the college does now via their funds.

Q: Does “foster peer mentors” mean the ability to hire peer mentors and pay them as student workers? A. Yes Q: Is the grant solely for adult prisons/jails or can we service youth in juvenile detention facilities? A. As long as the juvenile facility provides face-to-face community college programs, they are eligible to apply.

21 Q: Will there be any additional funds available?
Currently and Formerly Incarcerated Students Reentry Program Grants Questions & Answers: Q: Will there be any additional funds available? A: If less than 50 grants are selected, the remaining balance of the $5,000,000 in funds will be augmented to the selected grantees. Additional funds may also become available if the legislature provides additional funding.
