Education and Training Statistics Working Group - 19-20 June 2014 Item 6.1 - ISCED mappings Marta Beck Eurostat F5 Education and Training Statistics Working Group - 19-20 June 2014

Education and Training Statistics Working Group - 19-20 June 2014 Two main points: Overview of the ISCED mappings review process: stay of play observations from the review finalisation and dissemination of 2013 ISCED mappings Template of the 2014 ISCED mapping (sheets and instructions) Education and Training Statistics Working Group - 19-20 June 2014

Education and Training Statistics Working Group - 19-20 June 2014 ISCED mappings review 2013 preliminary ISCED mappings - 1st time mappings reviewed in depth by 3 international organisations; Share of work between Eurostat and OECD (for common countries), consultation of UIS; Eurostat review for 7 EU non-OECD countries All EU countries reviewed (but one - ongoing); LI and IS to be done by end of June Countries' replies - received from the majority of them Contacts with countries in summer weeks to finalise the mappings Intention to put revised mappings on CIRCABC by September 2014 Education and Training Statistics Working Group - 19-20 June 2014

ISCED mappings review – cont. Some general observations from the review: mappings vary in length and (initial) quality pathways between programmes not always easy to understand – information on entry requirements and access to higher level very important not always clear if enrolments/graduates are reported in UOE in some countries EU-LFS codes were missing (collaboration needed) programmes 010 rarely reported thank you for information on EQF levels (for all ISCED levels - very welcome) sheet on formal qualifications outside UOE scope – filled in by 13 countries (sometimes maybe misunderstanding or no such qualifications exist) Education and Training Statistics Working Group - 19-20 June 2014

ISCED mappings review - cont. Some detailed comments: programmes numbering – re-arrangement suggested from 2014 orientation: if "academic"/"professional" used for tertiary education - national definitions needed; useful if ISCED 97 pre-vocational orientation of the programme mentioned in "Notes" ISCED 97 – information on destination important (especially for level 5) theoretical cumulative duration – from ISCED level 1 (not 0) codes ISCED-P and ISCED-A not always the same! information in “Notes” – useful (in particular for specific, atypical programmes) Education and Training Statistics Working Group - 19-20 June 2014

ISCED mappings review - next steps Finalisation of 2013 mappings – via bilateral contacts country-Eurostat, by September 2014 Dissemination of 2013 preliminary mappings – on CIRCABC (public space) at the end of August 2014 ↓ Good basis for 2014 mappings → Education and Training Statistics Working Group - 19-20 June 2014

Education and Training Statistics Working Group - 19-20 June 2014 ISCED mappings 2014 Three (+1) sheets: UOE scope for programmes/qualifications Qualifications outside UOE scope Qualifications from old programmes +1: UIS proposal: simple sheet for information about compulsory/free education nearly no changes in sheet 'UOE scope' (+ col. 'New', - 'Code of credential') nor in 'Outside UOE scope' (+ col. 'New', - 'Full/part –time') Education and Training Statistics Working Group - 19-20 June 2014

Education and Training Statistics Working Group - 19-20 June 2014 ISCED mappings 2014 New sheet 'Old qualifications': usefulness firstly for surveys (educational attainment statistics) only main old qualifications at least 1-digit level ↓ Comments? (content, possible difficulties?) Comments on instructions? Education and Training Statistics Working Group - 19-20 June 2014

Education and Training Statistics Working Group - 19-20 June 2014 Item 6.1 - ISCED mappings The ETS Working Group members are invited: to comment on the ISCED mappings review process; to approve the dissemination of the 2013 revised ISCED mappings on CIRCABC (by September 2014); to discuss and approve the template of the 2014 ISCED mapping (including instructions). Education and Training Statistics Working Group - 19-20 June 2014

Thank you for your attention! For all comments, please contact Marta Beck-Domzalska@ec.europa.eu Education and Training Statistics Working Group - 19-20 June 2014
