UOE revision – process UOE data collection revised in 1998 (to introduce ISCED97) A major revision around 2005 already foreseen in 1998. Eurostat consulted users and data providers through questionnaire (September) and the UOE subgroup meeting (October) OECD consulted their users (also through the INES TG – November). UIS launched consultation which is ongoing In December and January, U-O-E drafted proposal Balance between: the numerous additional user needs and huge data gaps identified the very few cases of current data considered superfluous Objective: satisfy users with the minimum burden on data providers Education and Training Statistics Working Group

ENRL The break-down on programme orientation has been harmonised between sheets to general – pre-vocational/vocational Enrolments in adult education programmes (national definitions) reported in ENRL1 and ENRL1A reported separately in new ENRL1_adult and ENRL1A_adult sheets Enrolments in ISCED 6 kept ENRL3 and ENRL4 kept (tables needed by UIS) ENRL2 split into two questionnaires – alignment to finance and alignment to personnel respectively ENRL6, 7 and 8 changed to better capture student mobility (see Document ESTAT/D5/2005-ETS-06.02) Education and Training Statistics Working Group

GRAD The overall methodology to collect data on all graduates according to the national degree structure and first-time (netted-out) graduates kept Dropped: first-time graduates by duration Added: first-time graduates by age GRAD5: move from graduates to graduations (by field) ISCED 6: split into three data collection categories: Advanced research degrees below Ph.D, Ph.D/Doctorate degrees and Post-doctorate degrees (new) Added: breakdown on non-resident graduates by ICSED level, programme orientation and programme destination Reorganisation of current GRAD2 and GRAD4 into four questionnaires to reduce the number of grey-marked cells (cells which do not need to be filled in) Education and Training Statistics Working Group

PERS All data on teachers (by age, sex, type of institution and employment status) gathered in one questionnaire (new PERS1). No change of content. Deleted: ex-PERS3 Deleted: ex-PERS1 (except for data on ‘School Level Management personnel’ and ‘Teacher aids’ in ISCED 0-3) Added: Academic staff by staff category (according to classification developed by DG Research) Education and Training Statistics Working Group

ISCMAP Objectives: - describe fully the national education system (ISCMAP reference also for users outside UOE) - have a complete metadata collection and management system Mapping of programmes which: are in the UOE (in the UOE data col), should be in the UOE (but are not included for contingent reasons) could be in the UOE (borderline cases) and other programmes useful to describe the national educational system in all its dimensions (e.g. formal vocational programmes more than 90% work based) Changes: Mapping also of qualifications and of institutions Introduction of a ‘identity’ number of programmes Information on programmes included or not in finance data Education and Training Statistics Working Group

UOE ad hoc modules Annual programme of ad hoc modules agreed by U-O-E: a tool for the co-ordination of ad hoc requests («quick» surveys) launched by OECD and Eurostat as part of the UOE data collection For 2005: Average duration of tertiary studies Survival rates in tertiary education (Questionnaires already used by OECD in years 2000 and 2001 will form the basis of the data collection instruments.) UOE 2005 time table - First reactions from “Eurostat” countries at the ETS WG. - Written comments from all UOE data providers by 23 February 2005. to the joint address: Remark: no need to comment on old formulas kept in sheets or wrong references between sheets as they have not yet been updated. Then the U-O-E data requesters will take the final decision and: - complete the questionnaires, including formulas and data verification rules. - Revise the UOE Manual and other instructions for the completion of the tables Objective: Launch the UOE 2005 data collection by the end of March 2005 Education and Training Statistics Working Group
