2. EU Benchmark on learning mobility in higher education
By 2020, an EU average of at least 20 % of higher education graduates, should have had a period of higher education related study (including work placements) abroad, representing a minimum of 15 ECTS credits or lasting a minimum of 3 months

8. Revised proposal – Credit mobile graduates compromise
Very important data needed to reply to EU benchmark endorsed by the Council
The Commission acknowledges the difficulties of the countries
Compromise:
Maintain the data submission in the revised Regulation
but
Delay of data submission by 1 year (first year of submission: 2017)
Financial support to the countries to set up the necessary infrastructure (registers) within the next years 8

starting in 2014 (school year ) using national definition of "country of origin" and
from 2016 (school year ) using "country where the upper secondary diploma was awarded" as "country of origin" or the best national estimate. 20
