If not accessible it refers you back to 422.31(B). 422.31(B) allows the breaker to be the disconnecting means if the breaker is within sight from the appliance or has a permanent means of locking the breaker open that remains in place regardless of whether the lock is in use or not. Article 100 defines “within sight from” as being within 50 feet of the appliance. This is located 65 feet away so it is not within sight from. The breaker can be locked out but only temporarily.
