Current issues Coordination between BRR & Bapedalda (Breakdown of Environmental Assessment in the project cycle) Capacity of Bapedalda to do EIA & Monitoring Socialization of Policy (presidential decree no 30/2005 on environmental and natural resources policy and strategy; green reconstruction policy) & guidelines & best practice and recommendations to NGOs (should be more proactive with guidance & mainstreaming) Need for a cumulative approach (Need for a more strategic approach, whilst at the same time maintaining on-going EIA & Monitoring at project level) Governance Issues (Law Enforcement of protected areas, Capacity and Comprehensive approach)

Economic Development (contd.) Further Recommendation 1. The green Reconstruction Policy is used to guide the environmentally sound economic development 2. Fish pond development not reducing the natural mangrove area 3. The micro credit program not being used to develop business that causing the increase of natural resources degradation The palm oil tree is planted in the suitable location for environmental conservation (protecting erosion, sedimentation and floods) The development of agro forestry not reducing the function of forest conservation (fresh water and hydropower energy provision and other services generating from natural biodiversity)

Infrastructure Concerns: Recommendations Waste Management (Lack of Provincial approach for waste management) Encroachment (Illegal Logging) Recommendations Provincial management as well as kabupaten and municipal Landfills (IREP) Recycling

Infrastructure (contd.) Further Recommendation : 1. The green Reconstruction Policy is used to guide the environmentally sound infrastructure development 2. The Provincial as well as District and City Spatial planning is used to guide and to controll infrastructure development 3. All proposed project is provided by environmental safeguard and the Environmental management Plan & Environment Monitoring Plan is implemented during construction 4. Exploration of quarry not degrading the function of conservation area 5. Transports of construction material not causing damage to man made environment Infrastructure not be constructed in the protected area

Housing & Settlements Concerns: Recommendations: Water Supply & Sanitation (Domestic Wastewater and solid waste Disposal and Drainage) Water pollution & inundation Recommendations: Citywide water supply provision Water tight Septic tanks + Secondary treatment Re-greening of settlements Thorough village planning

Housing & Settlements (contd.) Further Recommendation : 1. The Green Reconstruction Policy is used to guide environmentally sound housing and settlement development 2. All prepared Spatial Planning (Provincial, District, town/city and Village) is used by housing planner and developer to guide the environmentally sound housing and settlement development 3. Best practice of environmental Safeguard is used during construction 4. Timber used is supplied legally 5. Brick used for Housing not contributing forest deforestation 6. Sanitation facilities does not polluting dug wells, ponds, etc 7. New housing does not cause downstream inundation or flood Fabricated Housing materials not harm to houses occupant health Critical land adjacent to new housing area development will be rehabilitated and later be maintained by community
