What is Web-EI? STEERS: the Framework State of Texas Environmental Electronic Reporting System (STEERS) Web portal for reporting data electronically Manages items such as: User accounts Security settings Program access Different program areas have specific application or reporting functions within STEERS. Air, water, waste Various registration and permit functions Web-EI is one of these programs

What is Web-EI (cont.)? AEIR: the Program Annual Emissions Inventory Report system (AEIR) in STEERS Official program name for Web-EI In use since 2009 Two-pronged system allows for: Direct entry of EI data (manual/EI entry option) Upload of data in a single text file (file upload option) Often referred to as electronic or delta file method Document attachment function for submission of non-confidential information Submit process allows for “digital” signature and certification of data

How to Use Web-EI Accessing STEERS Set-up STEERS accounts first Use “to create a new account” for new users Existing accounts updated using “My Account” options All set-up can be completed anytime STEERS accounts are assigned to individuals STEERS accounts are not the same as a regulated entity number (RN). Keep staff access up-to-date STEERS access can be updated/changed/added when personnel change Assign back-up staff STEERS access

Accessing STEERS STEERS levels of access Read: Can only view data – Not particularly relevant to Web-EI Edit: Can enter or edit within STEERS-AEIR only Submit: Can “edit” and submit STEERS-AEIR data Ensure the right person has the correct level of access Edit: Anyone that will be entering, updating, or uploading EI data Submit: “Signature authority” for the EI (no consultants) For Title V sites, responsible official or the duly authorized representative

Accessing STEERS STEERS Participation Agreement (SPA) All NEW STEERS accounts and ANY CHANGES to existing accounts require SPA Account will be on probation until a SPA is submitted SPA can be completed online and submitted in one of two ways: Electronically: Use "E-sign" option with valid Texas driver license Print and mail the SPA to the TCEQ May take three days to process

How to use Web-EI (cont.) Annual EI Update Manual Entry divided into report sections FIN, EPN, CIN, EMISSION, ADD PATH Laid out in a logical progression for data entry Can be accessed in any order Can be accessed by multiple persons simultaneously Data checked as entered resulting in error-free submission File Upload Search and select option to import text file into AEIR No editing of data once in AEIR Edit files then import System tests files for errors Once errors corrected data can be submitted

How to Use Web-EI (cont.) Initial EI Web-EI can be used to submit an initial EI. The site must already have a regulated entity reference number (RN) assigned. Basic RN, site, and contact information must exist in the State of Texas Air Reporting System (STARS). STARS stores all point source EI data. Before starting an initial EI, contact the Emissions Assessment Section to ensure all necessary data is in STARS and all EI processing has been completed. This process may require a site to submit either a Core Data Form or EI Account Information and Contact Information forms.

How to Use Web-EI (cont.) Initial EI Initial EI uses the same windows as the Annual Update No data exists so everything must be added Manual Entry has “ADD” functions that prompt users for mandatory data. File Upload requires the creation of a text file with all of the necessary data. Document attachment function and submit process is the same

Helpful Items Keep EI contact information current. The EI contact is the person listed in STARS for EI-related items. Updates can be made at any time within STEERS-AEIR, not just during the 90-day EI reporting window. Contact changes are a separate submission from EI data. Submitting EI data does not trigger submission of contact changes and vice-versa. Only a user with submit authority can submit contact changes.

Helpful Items Tips for EIQ Entry Follow the order of the sections FIN  EPN CIN  EMISSION Emissions can only be reported from active FINs Accessing EMISSION for a FIN will lock the FIN as ACTIVE Setting a FIN to non-ACTIVE status locks out emission entry Emission totals in the Work Area and document attachment function will not appear until entry is complete and errors corrected

Helpful Items Tips for File Upload Delta files are checked for errors during the import step Serves as a test platform when building a file Only the user importing the file is notified of errors Ensure no duplicate records in delta file Extract files contain the last reported instance of a record Some data and dates may be from several years ago Use reference documents posted on website: https://www.tceq.texas.gov/airquality/point-source-ei/psei.html

CLICK THE SUBMIT BUTTON Helpful Items (cont.) DO NOT FORGET: CLICK THE SUBMIT BUTTON Entering or loading data into STEERS-AEIR work area is just one step in the process. Data must be submitted from STEERS-AEIR to meet 30 Texas Administrative Code (TAC) Section (§) 101.10 reporting requirements. Whether it’s contact or EI data, nothing is “official” and no data will be updated until it is submitted.

ALSO DO NOT FORGET: SUBMIT SUPPORTING DOCUMENTATION Required per 30 TAC §101.10(c) Used to verify calculation methodology and reported emissions System allows attachments to Web-EI submission Primary method for sending supporting data Alternatively, supporting documentation can be E-mailed to: psdocument@tceq.texas.gov Sent via regular mail

A Note About Confidential Information Helpful Items (cont.) A Note About Confidential Information Do not submit confidential information using Web-EI or by e-mail No method to designate supporting documentation as confidential in STEERS No way to appropriately handle confidential information in STEERS Confidentiality cannot be ensured across multiple e-mail servers Mail confidential information Can be on paper or CD Each confidential item should be clearly marked as such
