1 NetDMR

2 What is NetDMR? A Web-based tool that allows permittees to electronically sign and submit discharge monitoring reports (DMRs). NetDMR was developed under an EPA grant by a consortium of 12 states coordinated by the Environmental Council of States (ECOS) and led by Texas. The data is automatically submitted from NetDMR to the EPA’s Integrated Compliance Information System (ICIS)-NPDES database.

3 Who Manages NetDMR? EPA hosts a national version of NetDMR.
TCEQ hosts the Texas version of NetDMR for use by permittees who have their enforcement authority delegated to TCEQ. Texas instance can be found at:

4 NetDMR Benefits Offers an alternative to paper submissions, reducing paperwork burden. Improves data quality by automatically error checking and validating data prior to submission. Aids in the timeliness of DMR data submissions. Expands the ability of states and EPA in targeting their limited resources to meet environmental goals.

Data validation prior to submittal Electronic confirmation that submittals have been received Upload data files for multiple outfalls Attach documents (e.g. lab data, pictures, or other relevant documents) Different roles may be assigned for each permit

6 NetDMR Enhancements Using invalid NODI Codes now generates soft errors that you MUST acknowledge by placing a check in the checkbox beside the non-reporting violation warnings that will be displayed below the completed DMR. Leaving data fields blank now generates hard errors that you MUST fix by either entering numerical data or a NODI code before you will be allowed to Sign and Submit.

8 NetDMR Security Communications with NetDMR are secured by a password, responses to security questions, and use of a security protocol commonly used by online banking sites. In addition, NetDMR has received approval from EPA that it meets the requirements of the Cross-Media Electronic Reporting Rule (CROMERR). The CROMERR standards are designed to provide these electronic submittals with the same level of legal dependability as the corresponding paper submittals.

Choose “Permittee User” for your user type if you will need signatory access. The “Data Provider” user type is edit only. When creating an account, answer your security questions in one word answers, either in all capitals or all lowercase letters. Write down security questions and answers and save them for future use

11 NetDMR User Growth NetDMR User Growth Trends from 2009 Through the Present: In 2009 we had 1472 NetDMR users. In 2010, 2156 users. In 2011, 2596 users. In 2012, 3014 users. In 2013, 3485 users. In 2014, we had 4051 users. In 2015, we had 4543 users. In 2016, we had 5708 users. In 2017, we have 6177 users so far.

NetDMR (in addition to paper DMRs) is routinely monitored by TCEQ and EPA for compliance with permitted requirements. 15 Future of e-Reporting Phase 1 : Effective December 21, 2016
On September 24, 2015, the EPA signed the final NPDES Electronic Reporting Rule. The Rule requires NPDES regulated entities to electronically submit information instead of filing paper. It will be implemented in two phases. Phase 1 : Effective December 21, 2016 States transmit basic facility/permit information to EPA for all permits. States transmit inspections, violations, and enforcement actions to EPA. Mandatory eDMR reporting from NPDES permittees unless the entity applies for and is granted a waiver.

18 Beginning in 2017, Texas will migrate to the EPA’s NetDMR System
Future of e-Reporting Beginning in 2017, Texas will migrate to the EPA’s NetDMR System The transition is anticipated to occur after May of TCEQ will notify users. For existing TX NetDMR Users, the migration will occur without the need to create a “new account” with EPA. Users will be required to change passwords and choose new security questions. The systems are virtually identical, however EPA has made improvements and enhancements to its system which should provide a better user experience.
