PROGRAM/PROJECT OVERVIEW RFP # 302-16-HTV004

RFP Background Since 2009 with the creation of the State-wide Human Trafficking Prevention Task Force, the Office of the Texas Attorney General (OAG) has coordinated the fight against human trafficking in the state of Texas. Task Force members include most major state agencies, law enforcement, prosecutors and victim services organizations and are responsible for the significant changes to Texas trafficking law that have been enacted over the past 7 years. In 2016, the OAG expanded the fight against trafficking to include the Human Trafficking and Transnational/Organized Crime Section a group of attorneys and investigators committed to training, investigating and prosecuting human trafficking criminally and civilly across the state of Texas. RFP 1.1 & 1.4 The vendor selected in this procurement will help HHSC identify and recruit CPs, support CPs in the partner role, oversee CP activities, provide partners with pre-designated allocation for barrier mitigation when applicable, and facilitate meetings, conference calls, and information sessions with HHSC and the CPs. Additionally, the vendor or its subcontractors will conduct outreach and application assistance to help clients apply for HHSC benefits when appropriate or CP coverage is not available. The successful vendor, and subcontractors, is an entity or is comprised of entities that have subject matter expertise and existing relationships or networks that encompass health services, nutrition services, family services, or faith-based organizations.

RFP Overview To effectuate training the Office of the Attorney General is developing a human trafficking video designed to educate all state employees and eventually their partners, contractors and suppliers about: What trafficking is and is not under Texas law; The types of trafficking (sex and labor) (domestic and international) (adult and child); The tools of the Trafficker; Red flags to help identify potential victims; and A standardized reporting protocol for the state. RFP 1.6.2

EVALUATION The OAG shall make award(s), if any, based on a best interest of the state analysis. As described in RFP Section 5, in order to determine which Response offers the best value and is in the State’s best interest, the OAG will evaluate the following criteria and assign a total score for each Response based on a scale of one hundred percent (100%) using the following percentages:: Company Qualifications: 40% Technical Solution: 35% Price: 25%

AWARD The OAG reserves the right to reject any and all Proposals. The OAG will issue a Purchase Order as result of this RFP process. All PO and award decisions will be made based upon the OAG and the state’s best interest. No quantities are guaranteed.

Historically Underutilized Business (HUB) Requirements

HUB Subcontracting Plan (HSP) Requirements It is the policy of the Texas Attorney General to promote and encourage contracting and subcontracting opportunities for the State of Texas certified Historically Underutilized Businesses (HUB) in compliance with Texas Government Code, Statue §2161.001-253 and TAC Rule §20.14. The Texas Attorney General Office has determined that HUB Subcontracting opportunities do exist for this RFP # 302-16-HTV004 Human Trafficking Video Production. Respondents will be required to submit the Attachment HUB Subcontracting Plan (HSP) document with their response. If your response to this solicitation does not include a completed HSP, your response shall be rejected as a material failure to comply with advertised specifications.
