Goals to Expand Academic & Healthcare Footprint Beds ~ 442 New facilities include Jennie Sealy Hospital and League City Campus Approximately 20 new surgical suites in early 2016 ~ 15,000 surgeries per year 2

6 Section 1.4 Silent Period UTMB is committed to ethical contracting standards and practices that help prevent a conflict of interest or the appearance of a conflict of interest. UTMB shall have a “Silent Period” during this solicitation that limits communication regarding this RFP. All communication during this solicitation should involve the Purchasing department and Respondents should not discuss any portion of this solicitation with any UTMB employee outside of the Purchasing department during this time period. The “Silent Period” shall begin with the issuance of this RFP and ends upon the execution of an Agreement(s) with selected Respondents. During the “Silent Period”, Respondents shall refrain from conversations with any UTMB employee, except Purchasing department personnel, regarding this RFP. In addition, during the “Silent Period”, Respondents should not give any gifts or any other items of value to any UTMB staff that may be affiliated with this RFP. Respondent(s) agree and understand that noncompliance with the “Silent Period” may result in disqualification from this RFP. 6

7 Section 1.10 Criteria for Selection Proposals will be evaluated by UTMB personnel. The selection of the Seller for this award will be based on, but not limited to, the factors listed below:  Seller’s Qualifications (i.e., sellers qualifications, experience)  Scope of Work & (Supplier Questionnaire (Section 7)  Cost  Added Value Upon completion of the initial review and evaluation of the proposals submitted, selected Respondents may be invited to participate in oral presentations, demonstrations, and/or interviews 7

8 Historically Underutilized Businesses (HUBs) (Section 1.14) UTMB has reviewed this RFP in accordance with the Texas Administrative Code Section (Title 34, Part 1, Chapter 20, Subchapter B, Rule 20.14) and has determined that subcontracting opportunities are not probable under this solicitation. If your company does intend to subcontract any portion of the work, your proposal must include a “HUB Subcontracting Plan” (HSP). 12 Section 4 - Scope of Work 4.2Scope of Work UTMB’s Research Institutional Value Analysis Team (RIVA) has requested a more strategic approach to ordering Oligos across UTMB’s research enterprise. The RIVA has partnered with UTMB’s Tissue Culture Core Facility (TCCF) which provides a range of cell culture services, media, advice in cell/tissue culturing to support UTMB investigators. In addition, the TCCF provides an online ordering system for oligonucleotides. UTMB seeks to identify a Preferred Supplier(s) that will provide the most practical and cost effective business model to service UTMB’s needs for Oligos. 12
