Why eco-innovation policy? Why eco-innovation policy? Source: Eco-innovation Observatory, Annual Report 2010 (Bevolking of populatie / BBP /

Positive impact on economy, society and SME competitiveness What is eco-innovation? Eco-Innovation is any form of innovation resulting in or aiming at significant and demonstrable progress towards the goal of sustainable development, through reducing impacts on the environment, enhancing resilience to environmental pressures, or achieving a more efficient and responsible use of natural resources. Source: The Eco-innovation Action Plan Reduced negative impact on environment + Positive impact on economy, society and SME competitiveness

“European paradox” Majority of EU companies do not eco-innovate Great majority of eco-innovators declare only incremental material efficiency improvements Strong eco-innovation performance does not automatically result in better environmental performance on the macro scale There is a high diversity of eco-innovation performance in the EU, both between countries and sectors

Looking to the future: Europe 2020 EUROPE 2020 – 3 thematic priorities Smart growth: an economy based on knowledge & innovation Sustainable growth: efficient, greener, competitive economy Inclusive growth: high-employment; social & territorial cohesion 7 flagship initiatives: « Innovation Union, Youth on the move, A Digital Agenda for Europe, Resource efficient Europe, An industrial policy for the globalization era, An Agenda for new skills and jobs, European Platform against Poverty » A new Eco-Innovation Action Plan to complement the Innovation Union by focusing on specific eco-innovation barriers and opportunities and expanding the focus of innovation policies towards green technologies and non-technological eco-innovation,

2012 : a new Eco-innovation Action Plan with 7 actions Action 1: Environmental policies/regulations for eco- innovation ☛ priorities: water / waste / clean-air policies Action 2: Demonstration projects & partnerships ☛ provide a transition period towards Horizon 2020 Action 3: Standards & performance targets for key goods, processes and services ☛ priority areas: waste / waste treatment /drinking water /construction materials and insulation of buildings Action 4: Finance and support services for SMEs ☛ support networks; ETV Pilot programme.

A new Eco-innovation action plan : 7 actions Action 5: International cooperation ☛ Eco-innovation in bilateral environmental dialogues ☛ Networking of eco-innovators ☛ Harmonisation and benchmarking approach Action 6: New skills and jobs ☛ Identification of future skills needs and mismatches as part of the “EU Skills Panorama” Action 7: European Innovation Partnerships

Coordinating national & EU policies for eco- innovation Conclusions : Cooperation between EU, MS and Stakeholders In coordination with all stakeholders and pooling efforts at Member States level: Coordinating national & EU policies for eco- innovation Identifying and exchanging “best practice” policy measures Expanding the knowledge base Eco-innovation National Roadmaps Eco-innovation Forum & Stakeholder Steering Body.
