By 2020: 75 % employment rate (% of population aged years) 3% investment in R&D (% of EU’s GDP) “20/20/20” climate/energy targets met (incl. 30% emissions reduction if conditions are right) < 10% early school leavers & min. 40% hold tertiary degree 20 million less people should be at risk of poverty

8 Flagship ‘Youth on the move’ (adoption 15.09.10)
Better higher education and overall quality of all levels of education and training through: Integration of mobility programmes Promotion of entrepreneurship through mobility Youth employment framework Focus on improved education outcomes Investment in education and training systems Better guidance, counselling and apprenticeships

9 Flagship ‘European Platform against Poverty’ (tbc)
Ensure economic, social and territorial cohesion: Transform social exclusion and protection OMC Promote shared responsibility in combating poverty and social exclusion Social innovation Assess and fully deploy social protection and pension systems Measures for groups at particular risk

Ensuring the quality and sustainability of public finances. Addressing macroeconomic imbalances. Reducing imbalances within the Euro area. Optimizing support for R and D and innovation, strengthening the knowledge triangle and unleashing the potential of the digital economy. Improving resource efficiency and reducing greenhouse gases. Improving the business and consumer environment and modernising and developing the industrial base in order to ensure full functioning of the internal market. to be formally adopted in Autumn 2010 What does this mean? 1. Increasing employment Focus on groups with low employment rates; Longer careers more hours for those already working Financial and practical barriers to reduce Stimulate labour demand and improve matching 2. Education, training and labour productivity Access to and participation in training Effective lifelong learning; Anticipate skill needs Productivity and labour mobility 3. Equal labour market opportunities Increase career quality for those on non standard contracts Access to security for all; Reduce labour market and social segmentation 4. Promote social inclusion and combat poverty

Increasing labour market participation and reducing structural unemployment: increase LM participation disabled persons. Developing a skilled workforce responding to labour market needs, promoting lifelong learning. Improving the performance of education and training systems at all levels and increasing participation in tertiary education. Promoting social inclusion and combating poverty: focus on disabled people. to be formally adopted in Autumn 2010 What does this mean? 1.
