UPOV’S PBR Application Tool Welcome to UPOV’s PBR Application Tool (EAF). The purpose of this overview is to present the main features of the Tool.

UPOV’s PBR Application Tool An online PBR application tool that can be used to provide application data to all participating PVP Offices in the required format (hard copy, e-mail notification, system to system communication) Application forms can be displayed in a range of languages (note: answers must be provided in an acceptable language for the PVP Office) Information can be automatically re-used in subsequent application data Different user roles can be specified (e.g. drafter, signatory, translator, agent, procedural representative) Controlled access to all PBR application data Secure and confidential The PBR Application Tool (EAF) is an on-line tool for making applications for plant breeders rights. This tool can provide application data to the participating PVP Offices in the required format as determined by each PVP Office - that could be in hard copy, by e-mail notification or by system-to-system communication. The application forms of the participating PVP Offices can be displayed in any of the languages provided by the participating PVP Offices. The answers, however, need to be provided in a language accepted by the selected PVP Office. That information will be indicated in the form. The data submitted can be re-used in subsequent applications. For example, for a subsequent application for the same variety, the application form can be automatically populated with relevant data for that variety. The tool allows the allocation of different user roles to different persons in your company/organization, for example the role of drafter, translator, agent, procedural representative, etc. You will have controlled access to all PBR application data Finally, the tool is secure and confidential.

Available in different languages (EN, FR, ES, DE, ZH, Other) Let’s see how the system works. The breeder (the applicant) will have the possibility to access an on-line tool and to choose the language in which they want the questions to be displayed: Chinese, English, French, German or Spanish for the launch. Once the information is provided in an acceptable language, the application data can be transferred to the selected PVP Office according to the method determined by the PVP Office. It might be via e-mail notification to invite the selected PVP Office to access and download the data via a secure link, or it could be transferred directly to the system of the Authority. If required by the PVP Office concerned, a paper version could be printed from the system in pdf format by the applicant in order to send that to the selected Authority.

  The breeder also has the option to upload XML data from their own system, if the data can be provided in PVP-XML format.

Those User Guides are available on-line in all languages of the EAF (English, French, German, Spanish and Chinese).

Payments The PBR Application Tool (EAF) will not affect the fees that PVP Offices receive per application (PVP Application Fee) The PVP Application Fee (according to PVP Office and crop) will be paid directly to the selected PVP Office or through the PBR Application Tool (EAF) decided by the PVP Office The UPOV PBR Application Tool (EAF) fee 150 CHF/application (2017-2018) 250 CHF/application (2019-) In relation to payments, the PBR Application Tool (EAF) will not affect the fees that PVP Offices receive per application.   The PVP Office Application Fee will be according to crop and PVP Office and will be paid either directly to the selected PVP office or through the EAF via the e-pay system. The payment route is determined by the PVP Office. In relation to the charge for using the PBR Application Tool (EAF) - the UPOV PBR Application Tool (EAF) fee, this will be 150 Swiss francs per application from, unless otherwise indicated 2017 – 2018 and will need to be paid directly to UPOV via the e-pay system. As from 2019, the application fee will be 250 Swiss francs. Applicants will have the choice of paying by credit card or by bank transfer.
