Three proposals Proposal I: Population Census: Head count with some additional information Proposal II: Population and Housing Census Proposal III: Form 2 A be used on sample basis in addition

Proposal I: Population Census Form 2 (Short Questionnaire) Profile of HH Members (12 Questions) Name of HH members and relationship to Head Sex and Age Marital status Religion, Mother tongue Nationality Literacy, Educational attainment Employment status during last 12 months CNIC

Proposal II: Population + Housing Census Form 2 (Housing characteristics) Tenure of house Sex of owner No. of rooms Period of construction Material used for walls and ceiling Source of water, light & fuel for cooking Type of toilet Sources of information/ media Member living abroad for more than 6 months

Proposal III: Form 2 A (sample basis) Q. No.s 1-9 same as Form 2 Same housing census questions (Form 2) Additional questions relate to: Field of education Type of Employment, occupation & industry Migration (Internal & International) Fertility Mortality Disability

Proposal I: Pros Provides head counts along with utterly essential demographic features of the population Partial comparability with past censuses/ data Partial international comparison Easy to administer- Any adult member of household can answer the questions Takes minutes for average HH Less burden on respondent/enumerator Reduces time period in the field by about one-third

Proposal I: Cons Leaves the Housing Characteristics Dissociation between the two closely associated censuses Housing conditions are essential proxies for the welfare of the household and hence necessitate their study Difficulty in updating the Sampling Frame

Proposal II: Pros Combines both the Population and Housing Censuses Relative ease in administration Fair burden on both the respondent and enumerator Takes about 15 minutes for average household Cons Leaves detailed data on migration, fertility, mortality and labour force employment Difficulty in total comparability between 1998 and 2016 Censuses

Proposal III (Pros) More detailed and intricate information collected Will require either a separate exercise which may bring better results, once sting of Census is taken out or separate specialized surveys be conducted Data collected later will be for a different time frame Requires minimum ½ hour per interview Comparability with 1998 Census

Proposal III (Cons) Requires interview with some informed person of the Household Time consuming and needs probing Hurriedly collected data may not compare with elaborately designed and cautiously implemented sample surveys like PDS, DHS, PSLM, LFS Burden on the enumerator considering the quality of human resource available

Recommendations Option I: Form 2 may be administered fully Option 2: Only Questions of Form 2 Option 3: Form 2A on sample basis
