3. Overviews To conduct the PHC as following:
Corresponding to UN Statistic’s advising, Lao Population and Housing Censuses were conducted in every 10 years periods;
Statistics Law;
The Strategy for the Development of National Statistical System.

4. The government of Lao PDR through Lao Statistics Bureau, MPI conducted four decennial PHCs in 1985, 1995, 2005 and 2015.

5. The PHC will provide:
Provide data for planning at both national and sub-national level;
Provide basic indicators for formulating the 8th NSEDP and tracking Government developmental programs on education, health, housing, etc.;
Develop and maintain a comprehensive national database that meets international and regional standards;
Develop and maintain an efficient sampling frame for sample surveys.

6. Concept of Census De Jure approach
Everyone who is present in Lao PDR on the 1st March 2015, will be counted regardless of sex, age, status, citizenship, ethnicity, etc. Lao citizens;
Those granted permanent residence by the Lao Government and foreigners who live in Laos more than 6 months will be enumerated in the census.

Questionnaires and manuals were finalized based on user requirements, lessons learned and international/UN guidelines.
Preparation of Census Project Document including a budget

One EA = 70 households
EA is a part of village or a full village
Four EA per one supervisors
Field supervisors included more than 5,200 staffs;
Enumerators captured more than 23,000 staffs.

Field interview was an interview face to face (the respondents were most likely head of household).
The census, started 1st of March to 7th March, 2015.
Enumeration Phase
Conducted immediately after the census.
It was conducted in 105 village, 19,906 Household.
The main objective is to estimate the coverage and contents errors in the census

12. Budget The total budget is 7.2 Million US Dollars,
Government contributed 55%
SDC 18%
UNFPA 17%
WB 6%

LSB also received some vehicles from the government of China and other equipment to support for Census training and fieldwork.

14. Challenges During the PHC, time shorted for preparation,
Detailed planning and designing of PHC questionnaire was delayed;
Funding mobilization took longer than expected;
Limited qualify staffs, especially for enumerators and supervisors;
Access to enumeration area, especially in rural and remote area;
Availability of household members during the Census;
Lack of training for Census data processing;
Missing of mapping exercise

15. NEXT Census The next census will be conducted in 2025
Inter-Census was planed to do in 2020
