Evaluation of 2001 Census using Post Enumeration Survey: Namibia Experience Presented for Workshop on 2010 Census Evaluation using PES, Addis Ababa, 14 – 18 September 2009

2 Objectives of the PES To assess the degree of the coverage of the enumeration To examine the implications of any coverage deficiencies on the usefulness of the census data To obtain information for the design of future censuses and survey To examine the characteristics of persons who were missed in the census enumeration

3 Sample Design a representative sample of enumeration areas was selected There were 4042 enumeration areas during 2001 census demarcation For PES, 312 enumeration areas were selected randomly as the representative sample covering all 13 regions(7.72% of total EAs) determination of the sample size was a function of representativenes, as well as considerations of costs and time

4 Sample Design This sample was big enough to give reliable estimates of errors at regional levels (13 regions) The EA were selected based on their size where the size was measured by the number of households in an EA regions with a large number or households will naturally get a larger share of the sample but was also adjusted to have representation of all constituencies in every region

5 Enumeration of PES All household in a selected EA were enumerated using a shorter version of the questionnaire Best Field workers were selected to conduct the interviews

6 Information collected in PES
Persons present in the Household last night of, Persons present on the Census night Basic demographic characteristics: age, sex, marital status; School attendance, education attainment; activity status during last 7 days, occupation, industry, fertility for those 12 – 49 years; residence on census night. of those present during PES and on census

7 Matching using PES Households from PES were matched to those from the main census to arrive to results of coverage errors. Results were published Could not manage to match individual information due to staff constraints in the office and high demand of census results at that time.
